Rules of Speaking: Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under three (3) minutes, and those giving reports are urged to keep their reports less than three (3) minutes. Please silence all electronic devices. §2-11-311 Order and decorum. (a) All commissioners shall promote and preserve the order and decorum of the commissions proceedings.
Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. The presiding officer of the commission or the commission may expel any individual whose conduct at the commission meeting is disruptive, disorderly, contemptuous, or improper for the conduct of business at the commission meeting. §2-14-117 Order and decorum. (a) All board members shall promote and preserve the order and decorum of the boards proceedings. (b) The presiding officer of the board or a majority of the board may expel any individual whose conduct at the board meeting is disruptive, disorderly, contemptuous, or improper for the conduct of business at the board meeting. §2-14-118 Discussion. (a) When a board member or person properly before the board wishes to speak, the member or person shall address the chair, be recognized before proceeding, and shall confine remarks to the subject under discussion, avoiding personalities and abusive language.
§2-14-126 Parliamentary authority. The most current edition of Roberts Rules of Order Newly Revised shall be the parliamentary authority of all boards when the Hawaii Revised Statutes, the charter, the Revised Ordinances of Honolulu, and the plan are silent. RESOLUTION CONCERNING THE REVISED PLAN
FOR THE ALA WAI FLOOD RISK MANAGEMENT PROJECT
(DRAFT)
WHEREAS, the United States Army Corps of Engineers (USACE) has developed plans for the Ala Wai Canal Project (the Project), officially referred to as the Ala Wai Flood Risk Management Project, in order to mitigate the effects of a potentially catastrophic 100-year flooding event within the Ala Wai Watershed; and
WHEREAS, the Palolo Neighborhood Board (Board) and six other Neighborhood Boards passed resolutions in early 2019 requesting that the State Legislature defer appropriating any funds for the Project until community stakeholders concerns were sufficiently addressed, including consideration of alternatives to the Project; and
WHEREAS, the Hawaii State Legislature declined to appropriate funds for the Project in the 2019 and 2020 Sessions; and
WHEREAS, based on the new 1D/2D modeling and new data, the USACE presented in August of this year a significantly revised flood mitigation plan in which the detention basins in the upper Manoa, Palolo, and Makiki Valleys were removed and new features added, such as a 40-foot-tall pumping station and miter gate set in the Canal itself, a Makiki Bypass conduit along the Promenade, and high walls around the Canal and Ala Wai Park, the Woodlawn Bypass and berms in Manoa Valley, and the continued existence of the Kanewai Park Multipurpose Detention Basin with 9 berms adjacent to Hokulani Elementary School; and
WHEREAS, community members and recreational users have not had a full opportunity to absorb, understand, and react to these changes in the Project; and
WHEREAS, the community and the City Council have presented alternative proposals or alternative features to be incorporated into the current USACE plan; and
WHEREAS, this Board would like the USACE to evaluate seriously the proposals from the City Council and from the community; now, therefore,
BE IT RESOLVED that the Board requests of USACE that its environmental assessment process and any potential environmental impact statement process include technical engineering review of the City Council proposal and of the community-generated alternatives; and
BE IT FURTHER RESOLVED that the USACE should insure that it properly inform the public, residents, condominium associations, recreational clubs, and schools of the USACEs schedule of public engagements with respect impacts affecting areas known as the Ala Wai Watersheds; and
BE IT FURTHER RESOLVED that the Board also requests that the City and County of Honolulu defer entering into any partnership agreement with the USACE until community concerns are sufficiently addressed; and
BE IT FURTHER RESOLVED that copies of this Resolution be transmitted to the USACE, the Governor of the State of Hawaii, the Mayor of the City and County of Honolulu, members of the City Council of Honolulu, all members of the Hawaii State Legislature, the State Department of Land and Natural Resources, the Department of Budget and Finance, the Office of Environmental Quality, and the City and County of Honolulus Department of Design and Construction.
