Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on unless allowed for under HRS 92. A majority (8 members) of this 15-member Board is required to meet quorum requirements. Board members must be in person or have video access on Webex.

PUBLIC AND COMMUNITY CONCERNS OPEN FORUM -- 2 minutes for each public testimony regarding topics/issues not listed elsewhere on this agenda in order to enable open public comments, concerns, questions and answers for the Board record and consideration of substantive items for future Board Agendas. Section 92-81, Hawaiʻi Revised Statutes (HRS), specifically allows for input from the "public," not the board. Board members have duties, responsibilities, and restrictions on discussing board matters that members of the public do not have. A board member cannot decide to temporarily discard the responsibilities of a board member merely because those responsibilities are inconvenient, and so a board member cannot speak as a citizen or resident about topics not listed on the agenda.
