WEDNESDAY, JUNE 15, 2011
QUEEN LILIUOKALANI ELEMENTARY CAFETERIA
 
CALL TO ORDER: Chair Tam called the meeting to order at 7:15 p.m. with a quorum of 10 members present. NOTE - This 11-member Board requires six (6) members to establish quorum and take official Board action.
 
Members Present: Lyle Bullock, Daniel Carvalho, John Cater, Paul Hoe, Abigail Leong, Ginny Meade, John Perez, Sharon Schneider (arrived 7:25 p.m.), Leonard Tam, Vernon Tam, and Lori Yamada.
 
Members Absent: None.
 
Vacancies: There is one vacancy in Sub district 3.
 
Guests: Acting Captain Keola Young and Firefighter Kevin Won (Honolulu Fire Department), Lieutenant Allen Nagata and Officer Mark Mitchell (Honolulu Police Department), Karen Yorimoto (Councilmember Ann Kobayashi’s Office staff), Steve Uyeno (Councilmember Stanley Chang’s Office staff), Representative Calvin Say, Senator Les Ihara Jr., Tim Steinberger (Director, Department of Environmental Services/Mayor’s Representative), Wayne Yoshioka (Director, Department of Transportation Services),  Lorna Heller (Board of Water Supply), Ray Munos, Caron Wilberts, Cheryl Costa, Leon Kau, Catherine Hughes, Michael Palcic, Gordon Tam, Lester Fung, Glenn Yamasaki, Daniel Alexander, R.J. PUBLIC SAFETY REPORTS:
Honolulu Police Department (HPD): Lieutenant Allen Nagata of District 7 reported the following:
 
  • • May 2011 Statistics: Included 18 burglaries, 33 thefts, and 27 unauthorized entry into motorized vehicles (UEMV).
 
  • • Safety Tips for May 2011: Scams; HPD is continuously reminding citizens of the need for awareness of the different types of scams that occur. Especially for seniors who are targeted more often than others.
 
Honolulu Fire Department (HFD): Firefighter Kevin Won reported the following:
 
  • • May 2011 Statistics: Included 1 structure fire, 86 medical response calls, and 31 miscellaneous calls.
 
  • • Fire Safety Tips: The risk of wildland fires increases as summer approaches. Some wildland fires could force the evacuation of neighborhoods. Have an emergency preparedness plan ready in case of such an event, including the route you would take and other necessary preparations. If your property boarders an area where a wildland fire could occur, consider the need for fire department access in case the fire approaches your home. Make a 30-foot wide fire break by clearing vegetation and clutter around all structures.
 
Board of Water Supply (BWS): Lorna Heller reported the following:
 
·         Water Main Breaks: None were reported in the area for the month of May.
 
Water Quality: Every year, BWS conducts thousands of tests on its water sources and distribution system to ensure that the water served to their customers meets all federal and state safe drinking water standards. The results of those tests are shared with customers in an annual water quality report, which will be mailed to all customers by July 1, 2011. You can also visit www.boardofwatersupply.com after July first to download your water quality report and to find out more information about this program.
 
 
Questions, comments and concerns that followed:
 
Sewage Rates: A Board Member raised the question why her water and sewer bill was so high. As it was previously discussed by Director of Environmental Services Tim Steinberger in last month’s meeting, he again referred to the website at www.env.org to find out more about the increasing sewage rates.
 
PUBLIC INPUT AND CONCERNS:
 
Bikeways: Two members of the community presented a need for more bikeways in the Kaimuki area. To which the Director Steinberger of Department of Transportation Services Wayne Yoshioka responded that this need is being considered in a traffic study that is ongoing. The study involved talking to businesses along Waialae Avenue to see if it is feasible to remove on-street parking to make room for bike lanes. Presently DTS is attempting to create more bike lanes painted with “sharrow” marks indicating a bike lane throughout Kaimuki.
 
Block Party on Maunalei: A Board member shared an e-mail requesting assistance in information on setting up a block party in celebration of her daughter’s graduation on a street off 12th Avenue.
 
Queen’s Theatre: A celebration of the 75th birthday for Queen’s Theatre will be held on June 25, 2011.
 
Old Business:
 
Update on Traffic Light at Harding and 12th Avenues: Mark Kikuchi reported that the project to add a traffic light to the intersection of Harding and 12th Avenue would require the assessment to be done while school is in full session, so project is on hold until information warrants the necessity for adding a traffic light.
 
Alternate Board Meeting Site to be selected: Due to this being the last meeting which can be held at this location, the Board needs to look at the options and come up with a decision at tonight’s meeting.
The three options: Waialae Elementary School with sufficient parking; Liholiho Elementary School, a more permanent solution, but going through renovations and won’t be available until November 2011; and Kaimuki Christian Church.
The Kaimuki Christian Church offers a meeting room that is comparable to the Queen Liliuokalani Elementary School Cafeteria with air-conditioning and ample parking, the meetings can begin at 7:00 p.m. and get board meetings finished sooner.
 
Hoe moved and Schneider seconded that the Kaimuki Neighborhood Meeting be moved to Kaimuki Christian Church fellowship hall and begin at 7:00 p.m. beginning in the new term on July 20 2011. The motion was UNANIMOUSLY ADOPTED, 11-0-0 (Aye: Bullock, Carvalho, Cater, Hoe, Leong, Meade, Perez, Schneider, L. Tam, V. Tam, and Yamada).
 
NEW BUSINESS:
 
Update on Left Hand Turning Lanes at Harding Avenue Intersections at 5th and 11th Avenues:  Ray Munos, a resident of Kaimuki requested assistance in determining what to do about a property line issue in regards to the left hand turning lane at Harding Avenue, The City will begin work to be scheduled to finish at the end of July. Work being done on 11th Avenue and Harding will start when work is finished on 5th Avenue. The engineers at DTS will execute an easement for the resident to allow Mr. Munos to put up a fence on his property that will not interfere with the City project to cause the City to ask for the fence to be removed.
 
Request by Maunalani Heights Resident for Reduced Speed and Appropriate Signage, down from 25 mph to 15 mph for Top of Wilhelmina Rise: A resident presented to the board the dangerous situation that is present on Wilhelmina Rise and requested that the board write a letter in support of actions to reduce the speed limit from 25 to 15 miles per hour. The resident reported that drivers often speed down Wilhelmina and because of the parking along the side, mototists come dangerously close to the sidewalks endangering pedestrians.
 
The Director of Transportation Services, Wayne Yoshioka reported that there is a traffic study that is being done on the matter and when the study is complete, the Kaimuki Board would be notified of the findings.
 
 
 
 
ELECTED OFFICIALS:
 
Mayor’s Representative: Director of Environmental Services Tim Steinberger reported the following:
 
  • • Grey Water: The Department of Planning and Permitting (DPP) is working to update their plumbing code which will validate requirements for grey water usage which is coordinated with the requirements of the State Department of Health’s administrative rules pertaining to Chapter 11, Wastewater Systems.
 
  • • Sidewalk Repairs: There was a report of repairs needed on 16th Avenue which was done by the Department of Facilities Maintenance (DFM) that were complete, however, it appears that the sidewalks still require repairs. The response from the Steinberger was that DPP is requesting more details as to what the issue is and if there are any specific addresses in question. DFM response is that they have no DPP work orders and can perform a temporary patch until a permanent repair can be scheduled by DPP.
 
  • • Mayor’s Walk: Steinberger invited everyone to the Fourth of July celebration and Mayor’s walk through Waikiki on Sunday, July 3 beginning at 6:00 p.m. The parade will end at Kuhio beach where the City will be holding Sunset on the Beach and playing “Soul Surfer” at 7 p.m.
 
Councilmember Ann Kobayashi: Karen Yorimoto made report available and would take questions on behalf of Councilmember Kobayashi: No questions were raised.
 
Councilmember Stanley Chang: Steven Uyeno made report available and would take questions on behalf of Councilmember Chang: No questions were raised.
 
Senator Les Ihara, Jr.: Senator Ihara reported the following:
 
  • • Kupuna Caucus: Senator Ihara is heavily involved in the Kupuna Caucus as he believes that it is an important resource.
  • • Hawaii Access Committee: Senator Ihara is also involved in the Hawaii Access Committee to formulate and update the e.gov website.
 
Representative Calvin Say: Representative Say reported that this month is the beginning of the Hurricane season and in anticipation of this and other natural disasters, County Civil Defense and Emergency Management agencies, the University of Hawaii Sea Grant college Program (UH Sea Grant), and the NOAA Sea Grant Coastal Storms Program are teaming up to offer a statewide series of free workshops to assist Hawaii’s communities and prepare for natural hazards. The Homeowners Handbook to Prepare for Natural Hazards can be found at http://seagrant.soest.hawaii.edu.

Approval of Minutes of May 18, 2011 regular meeting minutes: A motion to approve the REGULAR MEETING MINUTES OF MAY 18, 2011 was UNANIMOUSLY APPROVED, 11-0-0 (Aye: Bullock, Carvalho, Cater, Hoe, Leong, Meade, Perez, Schneider, L. Tam, V. Tam, and Yamada).
 
Treasurer’s Report: Treasurer Yamada reported that the previous balance was $974.83 and there was an expense in the operating budget of $55.55 and no publicity expense; leaving an ending balance of $929.28.
 
Announcements:
The next meeting of the Kaimuki Neighborhood Board will be at Kaimuki Christian Church July 20, 2011, 7:00 p.m.
