DRAFT REGULAR MEETING MINUTES
WEDNESDAY, SEPTEMBER 19, 2012
KAIMUKI CHRISTIAN CHURCH FELLOWSHIP HALL
CALL TO ORDER: Chair Lyle Bullock Jr. called the Kaimuki Neighborhood Board No. 4 (Board) meeting to order at 7:07 p.m. with an established quorum of seven (7) members present. Note – This 11 member Board requires six (6) members to establish quorum and to take official Board action.
Board Members Present: Lyle Bullock Jr., Paul Hoe, Brian Kang, Abigail Leong, Marilyn Moniz-Kahoohanohano (appointed at tonight’s meeting), John Perez, Sharon Schneider (arrived at 7:05 p.m.), and Leonard Tam.
Board Members Absent: Russell McGuire and Lori Yamada.
Board Vacancies: There is one vacancy in Sub District 1 and Sub District 3. Kapoi verified interested resident Marilyn Moniz-Kahoohanohano’s address to fill the Sub District 1 vacancy.
Guests: Lieutenant Alan Nagato and Officer Chad Yamada (Honolulu Police Department); Captain Lester Hashimoto (Honolulu Fire Department); Senator Les Ihara; Senator Sam Slom; Representative Calvin Say; Russell Kokubun (Governor Neil Abercrombie’s Representative); Michael Leong (Councilmember Stanley Chang’s Office); Councilmember Ann Kobayashi; Karen Yorimoto (Councilmember Ann Kobayashi’s Office); Lydia Chock (Leahi Hospital); S. Sonoda; Bill Sager; Glenn Yamasaki; Paul Yee; Kevin, Toni, and Lauren Rogan; John Kee, Calvin Azana; Leon and Vickie Kau; Jim Hayes; Erick Marshall; Joanne Lundstra; Erik Kuam; Bertrand Kobayashi; and Theona Kapoi (Neighborhood Commission Office).
FILLING OF BOARD VACANCY: Marilyn Moniz-Kahoohanohano expressed interest in filling the Board’s Sub District 1 vacancy. She mentioned a little about herself and why she would like to join the Board. Kang nominated Marilyn Moniz-Kahoohanohano to fill the Sub District 1 Vacancy. There being no other interested residents, nominations were closed. Hoe moved, Kang seconded to appoint Marilyn Moniz-Kahoohanohano to the Kaimuki Neighborhood Board No. 4 Sub District 1 vacancy. The motion was UNANIMOUSLY ADOPTED 6-0-0 (Aye: Bullock, Hoe, Kang, Leong, Perez, and Tam; No: None; Abstain: None); There were no other residents interested in filling the vacancy in Sub District 3.
Kapoi administered the Oath of Office to Moniz-Kahoohanohano on the side. Moniz-Kahoohanohano appointed to the Board, quorum of seven (7) members present.
Schneider arrived at 7:05 p.m.; Quorum of eight (8) members present.
PUBLIC SAFETY REPORTS:
Honolulu Fire Department (HFD) – Captain Hashimoto highlighted the following:
- • August 2012 Statistics – There were 59 emergency calls and 7 miscellaneous calls for service.

Fire Safety Tip – Fire Prevention Week (FPW): The National Fire
Protection Association selected “Have 2 Ways Out!” as the theme for
FPW on October 7-13, 2012. In October 2012, children attending elementary
schools statewide will receive a Fire Fighter’s Safety Guide (FFSG) from
their teachers. HFD encourages parents to review the FFSG with their child,
create or revisit and practice their fire escape plan, test their smoke alarms,
and consider the other safety tips in the
guide.

Electrical Line – Board Member Leong noted that there was some kind of
downed electrical line near 12th Avenue and wanted to know who to contact about
it. She was informed to call
911.
Honolulu Police Department (HPD) – Lieutenant Nagata distributed a report and highlighted the following:

August 2012 Statistics – There were 19 burglaries, 5 robberies, 40
thefts, and 10 unauthorized entry into motor vehicles. Lieutenant Nagata noted
that he will have Officers follow up on the downed electrical line noted
earlier.

Safety Tip – Lieutenant Nagata commented that for a few months now,
the safety tip has been related to disaster preparedness. The distributed
handout also included the list of emergency shelters available for residents. It
was recommended that residents keep supplies of bottled water, batteries and a
portable radio
available.

Head – Board Member Leong noted that Diamond Head is not an area
shelter. Lieutenant Nagata reminded residents to listen to the radio as things
may
change.
Board of Water Supply (BWS) – There was no representative available. Chair Bullock noted that their tip for the month was also related to disaster preparedness.

August 15, 2012 Regular Meeting Minutes – Hoe moved, Kang seconded that the Kaimuki Neighborhood Board No. 4 approve the August 15, 2012 Regular Meeting Minutes as circulated. The motion was ADOPTED UNANIMOUSLY, 8-0-0 (Aye: Bullock, Hoe, Kang, Leong, Moniz-Kahoohanohano, Perez, Schneider, and Tam; No: None; Abstain: None). Corrections to be included are bold:
Treasurer’s Report – Schneider reported that the Board has a balance of $898.44. The report was filed.
PUBLIC INPUT AND CONCERNS:
Kaimuki Kanikapila – A resident raised concern as to why Harry’s Music is not involved with the music portion of the upcoming Kanikapila. Chair Bullock noted that the Kaimuki Business and Professional Association will be making a presentation to the Board at next month’s meeting.
Waialae Avenue Bike Path – A resident wanted to know the Board’s stance regarding the Waialae Avenue Bike path. Chair Bullock noted that the Board has not taken a position on the Project yet as it is still being worked on with the City. The City will have to bring it back to the Board which will be further discussed at that time.
BOARD BUSINESS: All Board business items were deferred to accommodate the Candidate’s Forum.
ELECTED OFFICIALS: All Elected Official reports were deferred to accommodate the Candidate’s Forum.
ANNOUNCEMENTS:
Kaimuki Business and Professional Association (KBPA) – Celebrate Kaimuki Kanikapila will be on Saturday, November 3, 2012 and the Kaimuki Christmas Parade will be on Thursday, December 6, 2012. A presentation will be made at the next Board meeting.
Next Meeting – The next meeting of the Kaimuki Neighborhood Board will be held on October 17, 2012, 7:00 p.m. at the Kaimuki Christian Church, Fellowship Hall, 1117 Koko Head Avenue.
Mahalo – Chair Bullock presented a lei and Certificate of Appreciation to Representative Barbara Marumoto thanking her for her service to the Kaimuki community and to the State. Representative Marumoto appreciated the certificate and noted that she will miss working for the community, but will remain involved.
ADJOURNMENT: The meeting adjourned at 7:21 p.m.
