CALL TO ORDER -- Chair George West called the meeting to order at 6:35 p.m. and welcomed everyone to the meeting. A quorum was established with nine (9) members present. Note -- This 15-member Board requires eight (8) members to establish quorum and to take official Board action.
Members Present -- Julia Allen, Barbra Armentrout, Victoria Mathieu (appointed at this meeting), Michelle Matson (arrived at 7:06 p.m.), Barbara Miller, Bertha Naho'opi'i, Keolu Peralto, Don Persons, Laura St. Denis, Bryn Villers, George West, and Linda Wong (arrived at 6:37 p.m.).

PUBLIC SAFETY REPORTS
Honolulu Fire Department (HFD) -- There was no representative present and no report available
Honolulu Police Department (HPD), District 6 (Waikiki/Diamond Head) -- Lieutenant Dien Shearer reported the following for Beat 662 (Honolulu Zoo/Kapi'olani Park):
• July 2015 Statistics -- There were 4 motor vehicle thefts, 16 burglaries, 293 thefts, and 32 unauthorized entries into a motor vehicle (UEMV). In addition, there were 94 speeding citations, 505 parking citations, 2 loud muffler citations, and 132 park closure citations issued, 2 park closure arrests, and 1 warning.
Comments followed: Ala Wai Clubhouse -- Resident Daisy Murai asked if the Ala Wai Clubhouse was in District 6. Lieutenant Shearer replied it was not.
Honolulu Police Department (HPD), District 7 (Kapahulu, St. Louis Heights) -- Lieutenant Maurice Asato reported the following:
• July 2015/June 2015 Statistics --There were 13/3 motor vehicle thefts, 10/10 burglaries, 47/36 thefts, and 18/11 unauthorized entries into a motor vehicle (UEMV), and 6,774 total calls for service.
• Safety Tips -- The tips were on Pedestrian Safety.
• Smart 911 -- Lieutenant Asato announced a new telephone app at -- smart911.com, where the public can register medical and other important information before an emergency.
At 6:37 p.m. Linda Wong arrived at the meeting; 10 members present.
Comments followed: Homeless Person near Ala Wai Clubhouse -- Resident Daisy Murai reported a homeless person near the Ala Wai Clubhouse/Waikiki Public Library and asked if the area was under Department of Parks and Recreation (DPR). Lieutenant Asato noted that HPD could ask the person to move.
Board of Water Supply (BWS) -- Ron Borromeo reported the following:
• Fence/Gate -- BWS plans to install the chain-link fence and gate around the Diamond Head facility. The gate may be installed by the end of the month or in early September 2015, but for the chain-link fence, there is no timetable.
• Kapahulu Water System Improvements (Part 1) -- Borromeo will keep the Board updated.
• Project Coordination -- The BWS is coordinating various work projects to minimize disruption for road repairs on a continued basis. Villers mentioned that it was a suggestion for various agencies to plan projects in the future and thanked Borromeo for the answer.
• Halawa Xeriscape Garden 2015 - 2016 Workshop Schedule -- Borromeo distributed the 2015 -- 2016 workshop schedule which listed the dates and fees. For more information, visit -- www.boardofwatersupply.com.
• Water Main Breaks -- There were no main breaks in July 2015.
Comments followed: Front Page Article -- Armentrout mentioned a front page article in the newspaper that stated that the BWS was not spending all the money available. Chair West noted the Borromeo would follow up and report back next month.
PRESENTATION
Kaimuki Pump Station Well Replacement Environmental Assessment (EA) -- Scot Muraoka, an engineer for the BWS and project manager, mentioned that the BWS is proposing to replace eight (8) existing wells on its Kaimuki Pump Station property, located at the corner of Kapahulu Avenue and Harding Avenue, with five (5) new wells and associated improvements. The existing wells were installed between 1898 and 1928. BWS is working on the Environmental Assessment (EA) and Jay Stone from Belt Collins HI, is the project consultant. The building is a historic property. BWS will be drilling exploratory wells and construction may be in Fiscal Year (FY) 2017. Total cost may reach $8 million.
Comments followed:
1. Timeline -- Villers asked about the timeline. Muraoka mentioned that this type of project may take up one (1) year for exploratory drilling and two (2) years for construction. Muraoka added that BWS wants to improve the security of the area with fencing hedges.
2. Fewer Water Main Breaks -- Victoria Mathieu was concerned about water main breaks. Muraoka noted that water main breaks are due to different factors like age of the pipes and usage of the 100 year-old pipes. Muraoka added that four (4) million gallons of water are pumped per day. The Kaimuki pump station is the most pumped station in East Honolulu.
3. Size of Pipes -- Persons asked about size of the pipes. Muraoka noted that increasing the size of the pipe helps to reduce the number of wells needed.
4. Impact on the Side Streets -- Murai was concerned about the impact on the side streets. Muraoka mentioned that well drilling construction would be confined to the property.
Unthirsty Plant Sale -- Chair West visited the annual Halawa Xeriscape Garden Open House and Unthirsty Plant Sale on Saturday, August 1, 2015. The event was well attended.
FILLING OF VACANCY ON BOARD IN SUBDISTRICT 3 (Diamond Head) -- Chair West asked for any volunteers to fill the vacancy in Subdistrict 3. Victoria Mathieu offered to fill the vacancy and gave a brief background. Mathieu was the Board Secretary from the previous term. There were no other candidates.
Miller nominated and Armentrout seconded for Victoria Mathieu to fill the vacancy in Subdistrict 3. As there were no other candidates and no objections, the Diamond Head/Kapahulu/St. Louis Heights Neighborhood Board No. 5 APPOINTED Victoria Mathieu to fill the vacancy in Subdistrict 3 by UNANIMOUS CONSENT, 10-0-0 (AYE: Allen, Armentrout, Miller, Naho'opi'i, Peralto, Persons, St. Denis, Villers, West, and Wong; NAY: None; ABSTAIN: None). After verifying Mathieu's residency, the Neighborhood Assistant administered the Oath of Office to Mathieu; 11 members present.
ELECTION OF BOARD SECRETARY
Chair West asked for nominations for Secretary. Miller nominated Mathieu to be Secretary. No second is required. There were no other nominations. As there were no objections, the Diamond Head/Kapahulu/St. Louis Heights Neighborhood Board No. 5 ELECTED Victoria Mathieu to be Secretary by UNANIMOUS CONSENT, 11-0-0 (AYE: Allen, Armentrout, Mathieu, Miller, Naho'opi'i, Peralto, Persons, St. Denis, Villers, West, and Wong; NAY: None; ABSTAIN: None).
PUBLIC EVENTS
Water For The World Run (Five Kilometer) 5K -- Casey Moore mentioned that The Water for the World Run 5K will be on Saturday, December 26, 2015 from 8:00 a.m. to 12:00 p.m. There will be parking restrictions and lane closures. The route will be 3.1 miles around the Honolulu Zoo and Kapi'olani Park. There will be lane closures on Monsarrat Avenue and Paki Avenue. Vice Chair Wong was concerned about the required permits and the situation at Unity Church. Moore assured everyone that all required permits were issued. Crossing will be allowed as openings open. Mathieu pointed out that a walker, walking an 18-minute mile could complete the course in an hour. Other Board members were concerned about the number of walks per year in Waikiki. Funds raised are donated to charities. Water For The World Run aims to donate water to the world.
21st Annual Susan G. Komen Hawaii Race For The Cure -- The 21st Annual Susan G. Komen Hawaii Race For The Cure will be held on Sunday, October 18, 2015 at Kapi'olani Park. The Race celebrates breast cancer survivors.
At 7:06 p.m. Michelle Matson arrived at the meeting; 12 members present.
REPORTS OF MEMBERS ATTENDENCE AT OTHER MEETINGS: Chair West attended the meeting of the Waikiki Beach Special District Association (WBSDA) yesterday. Chair West will update the Board on WBSDA matters.
RESIDENT/COMMUNITY CONCERNS
Raising the Height Limit to 40 Feet -- Mike Milner was concerned about the limited parking in Kapahulu and proposed to raise the height limit from 25 feet to 40 feet in Kapahulu and Kaimuki and reserve the bottom floor for parking. Matson commented that the Diamond Head Special District area may be in an historic zone.
Kapiolani Community College (KCC) -- Carol Hoshiko mentioned that construction is scheduled to start on Monday, September 14, 2015 and end in early 2017.
ELECTED OFFICIALS
Mayor Kirk Caldwell's Representative -- Walea Constantinau was not able to attend the meeting. Chair West summarized a "Memo for the Record," which included the following:
• New Kapahulu Avenue Resurfacing Project Schedule -- Due to the recent rupture of the gas line and the injury to two (2) workers and the loss of valuable equipment in the fire, the contractor has to find the gas line make sure the incident is not repeated. The department remains optimistic that the repaving can be completed by year's end.
• Bill 82 -- It was noted that the map of neighborhood boundaries does not coincide with the actual boundaries. The Neighborhood Commission Office (NCO) noted that the map attached to Bill 82 is the correct map for the Waikiki Beach Special Improvement District No. 3 and does not correlate to the Waikiki Neighborhood Board boundaries.
• Kapahulu Avenue Crosswalk Lights -- The Department of Transportation Services (DTS) is still conducting a pilot project on South King Street utilizing manually activated overhead flashing lights, DTS conducted a pilot project using in-pavement flashing warning lights on North King Street and found those types of devices to be ineffective. As such, the City will not consider installing in-pavement flashing lights at this time or at other future locations. DTS' consultant is finalizing the study and will use the data to determine if and when it might be appropriate to utilize the above treatment at other locations, such as Kapahulu Avenue at Mokihana Street. For these reasons, DTS will defer any decision to implement these treatments until the study is completed.
• Resurfacing at St. Louis Heights -- A request for the scheduling of the resurfacing project for St. Louis Heights was made. Department of Design and Construction (DDC) noted the resurfacing project Rehabilitation of Localized Streets, Phase 14B for the St. Louis Heights area is scheduled to advertise for bids in the last quarter of this year.
• Fence on St. Louis Drive -- The Department of Facility Maintenance (DFM) noted the yellow posts were temporary placed while DFM schedules the installation of a fence or other improvements to limit access to the stream area for public safety.
• Zoning Violation Contact: An inquiry was made as to who the public contacts to report suspected zoning violations. The Department of Planning and Permitting (DPP) noted for zoning concerns, call DPP's, Residential Code Enforcement Branch at 768-8159.
• Date Street -- Department of Design and Construction (DDC) noted that the contractor did its part in fixing the road that was affected by the Wastewater Division's project. No amount of trench restorations will improve the condition as the nature of the work causes the older pavement to crack, crumble and ravel. Known projects such as the Palani Avenue Drainage Improvements were coordinated and timed to occur prior to the upcoming paving of Date Street.
• April 12, 2015 Event -- The Board requested the event name that occurred on April 12, 2015. DTS noted that the event was the Hapalua Honolulu Marathon Half Marathon sponsored by Honolulu Marathon Association.
• Request for Crosswalk -- A request was made for a crosswalk between the community garden and Kapiolani Park. Department of Transportation Services (DTS) will look into this matter and inform the Board when their investigation is completed. It was done.
• Request for Stop Sign -- A request was made for a stop sign at Pualei Circle and Leahi Avenue. DTS will look into this matter and inform the Board when their investigation is completed.
• Sewer Projects -- A list of scheduled sewer projects was provide. Interested people can see Chair West for the details.
• Announcements -- Interested people can see Chair West for the details.
Comments followed: Zoning Issues -- Matson was concerned about a resident building in a conservation zone and requested that the discussion of zoning issues be placed on the next agenda. Chair West will place this item on the next agenda.
Councilmember Ann Kobayashi -- Clifford Kaneshiro distributed Councilmember Kobayashi's newsletter and Councilmember Kobayashi highlighted the following:
• Homeless -- The merchants and customers at Market City are suffering. The State Department of Transportation (HDOT) cleared the homeless by the Market City shopping center, but many have returned. One (1) idea from many years ago was to build a skateboard park. Another ideas is for Kaimuki High School students to do organic farming. There is an encampment
• Plastic Bags Ban -- Some people want the plastic bags back. Disposal of the plastic bags is a litter problem, not a health issue. There is a solar-powered compacting trash receptacle the can be purchased for the parks.
Comments followed:
1. Plastic Bags Ban -- Mathieu disagrees that it is a health issue to the fish and people who eat the fish. Councilmember Kobayashi noted that plastic bags burn better at H-POWER. Vice Chair Wong favors closing the loopholes.
2. Homeless -- Vice Chair Wong noted the bathroom by Walgreen's has been closed for many years, but the stench is in the concrete. Councilmember Ann Kobayashi is working with the owners of Market City.
3. Date Street -- Villers noted that Department of Transportation Services (DTS) stated that the road is complete and fears that additional public funds will be needed to repair it. Villers asked Councilmember Kobayashi to persuade DTS to reconsider.
4. Plastic Bags Ban -- St. Denis was against the heavy plastic bags and favors biodegradable bags.
5. Side Street Inn -- Matson mentioned a "Letter to the Editor" on the Side State Inn issue. Councilmember Kobayashi noted that property was State land and more coordination was needed.
6. Bill 82 -- Armentrout noted that the map is not the Neighborhood Board map or the House district boundaries, which is down the middle of the Ala Wai Canal and not on the mauka side of the canal. Both Matson and Councilmember Kobayashi agree that there needs to be more attention.
Councilmember Trevor Ozawa -- Councilmember Ozawa reported the following:
• Bill 24, Relating to Car Sharing -- Bill 24, introduced by Councilmember Ozawa, passed third (3rd) reading and creates the car sharing program on Oahu.
• Bill 45, Relating to Baby Diaper Changing -- Bill 45, also introduced by Councilmember Ozawa, passed third (3rd) reading. The bill was for Councilmember Ozawa's newborn daughter.
• Donations for the Parks -- The City received a large donation for the parks.
• Shangri-La Seawall -- Councilmember Ozawa visited the Shangri-La Seawall to see the progress of the project.
• Hee Hing Building -- The restaurant was overcharged $40,000 by Board of Water Supply (BWS) and Councilmember Ozawa helped Hee Hing out.
• Accreditation at Honolulu Zoo -- Councilmember Ozawa is working with the zoo for accreditation.
• Crosswalk at Community Garden -- The crosswalk was put in with funds from a private donor.

2. Crosswalk at Community Garden -- St. Denis added that the crosswalk is wheelchair accessible with signs on both sides.
3. Bill 45, Relating to Baby Diaper Changing -- Armentrout wanted baby diaper changing places on City property.
4. Ala Wai Boundaries -- Armentrout again brought up Bill 82 and the map. Councilmember Ozawa explained that the map shows the boundaries of the Waikiki Beach Special District Association (WBSDA), where commercial properties are taxed. Councilmember Ozawa noted that he listened to the community and did not put in the Kapahulu Groin and Kapi'olani Park Trust lands. There are no commercial properties mauka of the Ala Wai Canal. Matson had additional comments.
5. Presentation -- Vice Chair Wong asked for a presentation and Chair West will schedule it.
6. Attendance -- Councilmember Ozawa mentioned at the January 2015 meeting that he would not be able to attend every meeting. He is working hard for the community and has family obligations, too.
7. Plastic Bag Ban -- On the plastic bag ban, Councilmember Ozawa is willing to listen.
Governor David Ige's Representative -- There was no representative present and no report available.
Senator Sam Slom -- Allen distributed Senator Slom's newsletter and Senator Slom reported the following:
• Session End -- As of Tuesday, July 14, 2015, the law-making season to officially over. There are no plans for veto overrides. There were 151 veto overrides for Governor Linda Lingle.
• Homeless -- The Governor has appointed a Homeless Coordinator, but many people are not hopeful that anything will improve. The State hired private security for Kaka'ako.
• Town Hall Meeting in Hawaii Kai -- There was a town hall meeting and 400 people attended. National Oceanic and Atmospheric Administration (NOAA) wanted to expand the whale sanctuary to Diamond Head. Department of Land and Natural Resources (DLNR) deferred to NOAA, but area legislators wanted to extend the public input period.
• Legislative No Special Session -- There will be no Special Session for judicial appointees at this time, but the Senate will convene if necessary.
• Proposals for Legislation -- Senator Slom asked the Board to submit legislative proposals for the 2016 session.
• Surgery -- Senator Breene Harimoto had surgery for pancreatic cancer.
• Public Hearings -- There will hearings on State Tax refund delays.
• Broken Ankle -- Senator Slom's broken ankle is healing.
Comments followed:
1. NOAA -- St. Denis asked if catamaran rides were allowed or the scattering of ashes. Senator Slom noted that all activities will be affected, but there are many unanswered questions.
2. Human Trafficking -- Senator Slom noted the "human trafficking" bill will return next year.
Senator Les Ihara, Jr. -- Senator Ihara was not present and no report was available.
House Speaker Emeritus (HSE) Calvin Say -- House Speaker Emeritus Say reported the following:
• Flyer for the Homeless -- House Speaker Emeritus Say had a listing of agencies to help the homeless with services.
• Seminar for Women -- On Saturday, August 22, 2015, there will be a seminar for women and money.
• Leahi Hospital Petition -- House Speaker Emeritus Say had a petition against the layoffs at Leahi Hospital.
Comments followed: Homeless -- Villers asked and House Speaker Emeritus Say answered that over $100 million is spent on homeless services on the state level.
Representative Bert Kobayashi -- Representative Kobayashi distributed his report and reported the following:
• Cutbacks -- There will be massive layoffs at Leahi and Maluhia Hospitals.
• Recycling Day -- Recycling Day will be on Saturday, October 17, 2015.
Representative Scott Nishimoto -- Representative Nishimoto distributed his newsletter and reported the following:
• Kapahulu Center for Seniors' Annual Bon Dance -- The Kapahulu Community Center at 3410 Campbell Avenue, will be hosting its annual Bon Dance on Saturday, August 22, 2015 from 4:00 p.m. to 10:00 p.m. For more information, contact Representative Nishimoto's office at 586-8515 or the Kapahulu Community Center at 737-1748.
• Community Clean-Up -- Going Green # 75 is a recycling event that will be held at the Jefferson Elementary School parking lot on Saturday, August 29, 2015, from 8:00 a.m. to 11:30 a.m. Proceeds will be donated to Jefferson Elementary School.

1. Community Clean-Up -- St. Denis asked about pulling out the hard drives of the computers. Representative Nishimoto advised to do so for security.
2. Homeless -- Villers asked for Representative Nishimoto's thoughts on the homeless. Representative Nishimoto has been involved in the discussions and Market City was cleaned up, but the homeless returned to the Ala Wai Golf Course.
PRESENTATION
Waikiki Beach Special Improvement District Association (WBSIDA) Update -- Rick Egged, of the Waikiki Improvement Association Board of Directors, reported that the first Board meeting of the WBSIDA was on Wednesday, August 12, 2015 and officers were elected. The WBSIDA will fund a Waikiki Beach Management Coordinator, which will do outreach projects. The next meeting will be on Wednesday, October 14, 2015.
Comments followed:
1. Presentation -- Matson requested a presentation and Egged suggested to ask the Department of Land and Natural Resources (DLNR).
2. E-mail List -- Matson requested to be on the e-mailing list.
3. Red and Blue Lights in Waikiki -- Vice Chair Wong asked about red and blue lights on trees in Waikiki, but withdrew her question.
BOARD BUSINESS
Approval of July 9, 2015 Initial Convening Meeting Minutes -- Chair West mentioned that due to a miscommunication, the draft minutes were not circulated. As there were no objections, Chair West deferred the July 9, 2015 Initial Convening meeting minutes to the next meeting.
Charter Commission Correspondence -- The Charter Commission is requesting public input. Chair West has the forms for interested people.
Ad Hoc Internal Administrative Committee -- Meeting Agenda -- Matson commented about internal issues and making suggestions to list State officials first and City officials second. Miller suggested that Board members read the manuals. Chair West noted that the Neighborhood Boards fall under the City and other Neighborhood Board agendas also list the City officials first. Mathieu suggested putting this concern on the agenda in three (3) months. 47.67As there was no burning desire to change the order, Chair West will take Matson's comments under advisement.
Resumption of Kapahulu Avenue Repaving -- This item was previously reported.
Homeless on Harding Avenue -- This item was previously reported.
Date Street Update -- This item was previously reported.
Discussion Bill 58, Relating to Waikiki Boundaries -- Barbra Armentrout was concerned. Matson added that Bill 58 would allow the commercialization of Waikiki. Armentrout moved and Matson seconded to make a resolution to say that the Diamond Head/Kapahulu/St. Louis Heights Neighborhood Board No. 5 does not want a change in the boundary. Discussion followed. Villers suggested that the resolution be written up for discussion and action at the next meeting. The motion was ADOPTED by eight votes (AYE: Allen, Armentrout, Matson, Peralto, St. Denis, Villers, Wong, and Mathieu).
REPORTS
Treasurer's Report -- Barbra Armentrout report that in July 2015, $47.67 was spent for the printing and mailing of the agenda and minutes, leaving a balance of $2,427.33. The Treasurer's report was filed. Armentrout suggested that the annual newsletter be placed on the next agenda, so that residents can be notified about the re-paving of Kapahulu Avenue and the crosswalk
Subdistrict 1 (St. Louis Heights) -- Julia Allen reported that the next meeting of the St. Louis Heights Community Association will be on Monday, September 14, 2015 at 7:00 p.m. at Hokulani School. The chain link fence near City Mill will be replaced.
Subdistrict 2 (Kapahulu) -- Bertha Naho'opi'i had no report.
Subdistrict 3 (Diamond Head) -- Laura St. Denis reported that the crosswalk at the community garden was installed. Now, the crosswalk at Pualei Circle needs to be heeded. Vice Chair Wong that proper signage for the crosswalk was needed.
Oahu Metropolitan Planning Organization (OahuMPO) Citizens Advisory Committee (CAC) -- Bert Narita was not present and no report was available.
Chair Report/Announcements
Neighborhood Commission Office (NCO) is Moving -- The Neighborhood Assistant explained that the NCO, which is at Honolulu Hale, Room 406 and at the Mission Memorial Building, the next building over, and the Driver's Licensing Office at City Square will be moving to the old Sprint building on Dillingham Boulevard, across from Costco soon. The landlord of the City Square wanted more retail.
Members Contact Information Sheet -- The Neighborhood Assistant requested that the forms be filled out and turned in. Business card requests are also on the form.
Lost and Found -- The Neighborhood Assistant mentioned that a bag of clothing was left at the February 2015 meeting. If no one claims it, then the clothing will be donated to a charity.
ANNOUNCEMENTS
• Future Bikeways Meeting -- The future bikeways meeting will be on Tuesday, September 1, 2015 at the Neal Blaisdell Center (NBC), starting at 6:00 p.m.
• Next Regular Board Meeting -- The next regular Diamond Head/Kapahulu/St. Louis Heights Neighborhood Board No. 5 meeting is scheduled for the second Thursday of the month on September 10, 2015 at the Ala Wai Clubhouse, second floor ballroom, starting at 6:30 p.m.
ADJOURNMENT -- As there was no further business before the Board, Chair West adjourned the meeting at 8:37 p.m.
