REGULAR MEETING MINUTES
WEDNESDAY, FEBRUARY 10, 2021
VIRTUAL WEBEX MEETING
CALL TO ORDER: Chair Frost called the meeting to order at 7:02 p.m. Quorum WAS NOT ESTABLISHED with five (5) members present. Note -- This 13-member board requires seven (7) members to establish a quorum and to take official Board action.
Board Members Present: Jesus Arriola (Arrived at 7:28 p.m.), Frank Farm (Arrived at 7:29 p.m.), Joshua Frost, Beverly Mau, Rusti Onishi, Darlene Nakayama, Jessica Welch, Derick Turbin (Appointed at 7:46 p.m.).
Board Members Absent: Earl Shiraki, Richard Skizewski.
Guests: Captain Chris Miller (Honolulu Fire Department); Sergeant Corpuz (Honolulu Police Department); Councilmember Calvin Say; Michele Nekota (Mayor Blandiardi's Representative); Cat Awakuni Colon (Governor Ige's Representative); Representative Jackson Sayama; Dave Watase, Brandon Kiawu, Sidney Lynch (Residents); Lindon Valenciano (Neighborhood Assistant).
CITY MONTHLY REPORTS
Honolulu Fire Department (HFD): Captain Chris Miller reported:
• January 2021 Statistics: There were 2 structure fires, 37 medical emergencies, 1 mover vehicle crash/collision with pedestrian, and 3 mountain rescues.
• Safety Tip: 911 safety tips was provided.
Honolulu Police Department (HPD): Sergeant Corpuz reported:
• January 2021 Statistics: There were 7 motor vehicle thefts, 13 burglaries, 19 thefts, and 16 unauthorized entry into motor vehicles. There were a total of 8,897 total calls for service.
• Safety Tip: Driving in the rain tips was provided.
Board of Water Supply (BWS): No representative was present; Chair Frost reported the following:
• January 2021 Main Breaks: No main breaks reported.
• General Water Announcements:

Item Filling of Vacant Board Seats was deferred to later in the meeting when quorum is established.
ELECTED OFFICIALS
Councilmember Calvin Say: Councilmember Say reported the following: Update: Councilmember Say shared committee assignments and provided updates such as the Palolo crime, Ala Wai project increasing costs, City budget deficit, and Kuahea/Waiomao project virtual meeting.
Questions, comments, and concerns followed:
• Noise: Resident Brandon Kiawu raised concerns of noise complaints on Palolo Avenue for over a year.
• Condemning Property: Resident Kevin inquired and Councilmember Say replied that the City has not been successful in condemning the property at 2301 Waiomao Road. Alex Kozlov, Director of the Department of Design and Construction (DDC) shared that they are trying to locate the owner to serve summons to condemn the property, then they would be able to move into Phase 2.
• Phase 2: Resident Sidney Lynch requests that Phase 2 plans be shared with residents before work starts.
• Invitation: Councilmember Say invited Kozlov to visit the area of concern being discussed.
Arriola entered the meeting at 7:28 p.m.; six (6) members present.
Farm entered the meeting at 7:29 p.m.; seven (7) members present.
Mayor Rick Blandiardi's Representative: Michele Nekota reported the following:
• Neighborhood Board Elections: Starting Tuesday, December 1, 2020 through Friday, February 19, 2021, residents across O‘ahu may register to become a candidate in the 2021 Neighborhood Board Election. For more information call 768-3710 or visit www.honolulu.gov/NCO.
• Vehicles: More information is needed regarding the vehicles parking on City property.
Governor David Ige's Representative: Cat Awakuni Colon shared the newsletter, highlighting the key to reviving our economy ties to the health of the community. Hawaii continues to have among the lowest Covid cases per capita, however please remain vigilant and follow the guidelines.
Questions, comments, and concerns followed: Vaccine: Mau inquired and Colon replied that the State has been receiving far fewer vaccines than initially reported, but would be moving into the next tier when available.
Representative Jackson Sayama: Representative Sayama provided legislative updates such as funding for schools in the area, sewer flooding and repairs, catalytic converter bill, broadband project, monster homes, Korean temple complaint and vaccination registration.
Questions, comments, and concerns followed:
• Monster Home: Mau inquired and Representative Sayama replied that the monster home is already built.
• Budget: Chair Frost urged Representative Sayama not to rely on the counties to solve the budget crisis.
Senator Les Ihara Jr.: No representative present; no report given.
FILLING OF VACANT BOARD SEATS: There is one (1) at-large vacancy, one (1) Subdistrict 1 vacancy, and two (2) Subdistrict 2 vacancies. Resident Derek volunteered for the at-large vacancy and provided a brief background.
Mau NOMINATED and Arriola SECONDED the Motion to Appoint Derek Turbin to the at-large vacancy. Turbin was APPPOINTED to the Board by UNANIMOUS CONSENT, 7-0-0; (AYE: Arriola, Farm, Frost, Mau, Nakayama, Onishi, Welch; NAY: None; ABSTAIN: None).
Turbin took the Oath of Office and entered the meeting at 7:46 p.m.; eight (8) members present.
RESIDENTS/COMMUNITY CONCERNS: No concerns were raised.
BOARD BUSINESS
Resolution Concerning the Revised Plan for the Ala Wai Flood Risk Management Project: Resident Dave Watase provided an update on the Ala Wai Watershed flood risk management project and introduced the resolution, adding that there was an increase to the project costs. The US Army Corps of Engineers (USACE) is receiving testimony until the publication date.
Mau MOVED and Onishi SECONDED the Motion to Adopt the Resolution Concerning the Revised Plan for the Ala Wai Flood Risk Management Project. The Motion PASSED by UNANIMOUS CONSENT, 8-0-0; (AYE: Arriola, Farm, Frost, Mau, Nakayama, Onishi, Turbin, Welch; NAY: None; ABSTAIN: None).
Approval of Minutes from Wednesday, December 9, 2020 Meeting: Discussion followed: Corrections: Mau noted corrections for the Wednesday, October 10, 2020 meeting minutes. Under ELECTION OF BOARD OFFICERS, strike out all instances of "APPOINTED" and replace with "ELECTED", however it is not on the agenda. Mau noted corrections for the Wednesday, December 9, 2020 meeting minutes.
Mau MOVED and Welch SECONDED the Motion to Approve the Minutes from Wednesday, December 9, 2020 Meeting as amended. The Motion PASSED by UNANIMOUS CONSENT, 8-0-0; (AYE: Arriola, Farm, Frost, Mau, Nakayama, Onishi, Turbin, Welch; NAY: None; ABSTAIN: None).
Corrections: Page 1 -- CALL TO ORDER: Strikeout "Chair Pro Tem Mau" and replace with "Chair Frost".
Treasurer Report: No report was given.
ANNOUNCEMENTS: The Pālolo Neighborhood Board's Next Meeting will be on Wednesday, March 10, 2021 at 7:00 PM at a location to be determined.
