REGULAR MEETING MINUTES DRAFT
WEDNESDAY, MAY 12, 2021
VIRTUAL WEBEX MEETING
CALL TO ORDER: Chair Frost called the meeting to order at 7:01 p.m. Quorum WAS NOT ESTABLISHED with six (6) members present. Note - This 13-member board requires seven (7) members to establish a quorum and to take official Board action.
Board Members Present: Joshua Frost, Beverly Mau, Darlene Nakayama, Rusti Onishi (arrived at 7:43 p.m.), Derek Turbin, Earl Shiraki, Jessica Welch, Dean McColgan (appointed at 8:33 p.m.).
Board Members Absent: Jesus Arriola, Frank Farm.
Guests: Captain Nilo Melo (Honolulu Fire Department); Lieutenant Taro Nakamura (Honolulu Police Department); Councilmember Calvin Say; Representative Jackson Sayama; Senator Les Ihara Jr.; Todd Mayeshiro, Brandi Crabbe (HECO); Sidney Lynch, Cory Kot (Residents); Lindon Valenciano (Neighborhood Assistant) were among the 31 total in attendance.
CITY MONTHLY REPORTS
Honolulu Fire Department (HFD): Captain Nilo Melo reported the following:
• April 2021 Statistics: 1 nuisance fire, 34 medical calls, 2 motor vehicle crash collisions, 1 mountain rescue.
• Safety Tips: Hiking safety tips were provided.
Questions, comments, and concerns followed: Rescue: Shiraki noted a rescue at 8:00 p.m. and recommended charging fees to discourage hiking where no allowed to because it is endangering HFD personnel.
Honolulu Police Department (HPD): Lieutenant Taro Nakamura reported the following:
• April 2021 Statistics: 10 motor vehicle thefts, 9 burglaries, 24 thefts, and 17 unauthorized entries into a motor vehicle, and 9,000 total calls for service. More information can be found at www.honolulupd.org.
• Safety Tip: Active shooter tips were provided.
Questions, comments, and concerns followed:
1. Shooting: Shiraki inquired and Lieutenant Nakamura replied that the shooting cases are under investigation.
2. HPD Support: Shiraki inquired about wearing blue to support HPD and Lieutenant Nakamura replied that a rally was held last Saturday, adding that it is National Law Enforcement week.
3. Commercial Vehicles: Chair Frost reported and Lieutenant Nakamura replied that commercial vehicles parked on the street could have active complaints because there is a back-log, adding that they could have quicker response by reporting abandoned vehicles on the City website.
Board of Water Supply (BWS): Dominic Dias reported the following:
• April 2021 Main Breaks: No main breaks reported.
• General Water Announcements: Water Conservation: Water conservation tips were provided.
Questions, comments, and concerns followed: Red Hill: Shiraki noted and Dias replied that BWS Manager and Chief Engineer Ernest Lau is working on protecting the water from Red Hill.
FILLING OF VACANT BOARD SEATS: There is one (1) Subdistrict 1 vacancy and two (2) Subdistrict 2 vacancies. Resident Dean McColgan volunteered and provided a brief background. Board will return if there is quorum.
ELECTED OFFICIALS
Councilmember Calvin Say: Councilmember Say provided updates regarding Oahu homeless, the City budget, Kuahea/Waiomao slide updates including the Department of Design and Construction (DDC) response, laundromat illegal gambling, the Department of Planning and Permitting (DPP) reformation, and a Lyft vaccine program.
Questions, comments, and concerns followed:
1. Volleyball: Shiraki inquired and Councilmember Say replied that they can help recognize the University of Hawaii (UH) volleyball team with a luau if the Board or non-profit takes the lead.
2. Condemn Property: Shiraki inquired and Councilmember Say replied that they could not serve the property owner in order to condemn the property to move to Phase 2, so they had to go through the newspaper and are currently in the process to allow the property owner time.
3. Potholes: Shiraki inquired and Councilmember Say recommended reporting potholes by calling 311.
4. Property Purchase: Resident Sidney Lynch noted an item on the appropriation bill was to purchase property on Kuahea Street and inquired if they could be purchasing Waiomao Road properties.
5. Surrounding Areas: Resident Lynch inquired and Councilmember Say replied that they have submitted a Request for Investigation and Service Report (RISR) looking at Lamuku Place shifting of the road. Resident Lynch raised concerns to differentiate the significant slide from the past eight (8) years.
6. Project Update: Chair Frost shared the update from Director Kozlov and noted to send any questions to be forwarded to Director Kozlov.
7. Recess: Mau reminded everyone that the Board will be recessing in June 2021.
Mayor Rick Blangiardi's Representative: No representative present, no report given. Neighborhood Assistant (NA) Lindon Valenciano noted that a replacement representative is still being reviewed.
Governor David Ige's Representative: No representative present, no report given.
Questions, comments, and concerns followed: HPD Support: Shiraki recommended that the Governor provide support to HPD, recognize the UH sports department, and provide the deserved funding for teachers.
Representative Jackson Sayama: Representative Sayama provided legislative updates such as House Bill (HB) 1096 relating to a parentage task force passed, the catalytic converter was unsuccessful, funding for Palolo and Aliiolani Elementary Schools, various appropriations relief, Covid-19 community vaccinations, and shared some interim activities such as collaborating with other officials and doing community outreach.
Onishi entered the meeting at 7:43 p.m.; eight (8) members present. QUORUM WAS ESTABLISHED.
Questions, comments, and concerns followed: Minimum Wage: Shiraki noted to keep minimum wage low because it is meant for younger people instead of a living wage.
Senator Les Ihara Jr.: Senator Ihara shared that the Governor has until Monday, June 21, 2021 to announce bills to veto, but the legislature can override vetoes on Tuesday, July 6, 2021. Senator Ihara shared legislative updates such as HB 862 removing dedicated funding the Hawaii Tourism Authority (HTA), HB 499 extending current commercial leases, minimum wage, and the need to support small business. Senate will convene January 2022.
Questions, comments, and concerns followed:
1. Minimum Wage: Shiraki reiterated that minimum wage is not to make a living and it is just a starting point.
2. Stop Asian Hate: Shiraki recommended higher consequences to stop Asian hate crimes.
RESIDENTS/COMMUNITY CONCERNS:
Impersonators: Chair Frost received a call from a resident who raised concerns of two (2) males claiming to be part of the Board and they inquired about a burglary at her residence. Chair Frost raised awareness of this suspicious activity and noted to reach out to the Board or calling HPD.
Questions, comments, and concerns followed:
1. Crime: Senator Ihara shared that it is a crime to impersonate an official.
2. Report: Councilmember Say recommended reporting the incident to the Neighborhood Commission Office (NCO) and the Executive Secretary Lloyd Yonenaka.
Mayor's Representative: Shiraki inquired and Chair Frost clarified that a replacement is still being reviewed.
Kuahea/Waiomao Concerns: Resident Cory Kot shared that DDC's responses to every community concern raised were "An assessment is being done, but permanent repairs are unfeasible at the time" and noted that all the work is contingent on Phase 2.
Questions, comments, and concerns followed:
1. Process: Onishi inquired and Councilmember Say reiterated the update provided earlier, noting that it is up to the Corporation Counsel (COR) and the property owner to determine obtaining the property to move to Phase 2, thus minimizing improvements.
2. Fixes: Onishi noted that the community wants fixes, even if temporary and Councilmember Say replied that Kuahea/Waiomao is the top priority.
3. Investigation: Resident Lynch noted that the City has notified neighboring properties to measure how much movement caused from Phase 1 work and that the plans do not address underground water causing the land movement.
4. Delays: Onishi inquired and Councilmember Say replied that delays ends up costing more.
BOARD BUSINESS
HECO Advanced Meter Installations: Todd Mayeshiro, HECO Community Relations, presented about HECO advanced meter installation beginning in May 2021 and shared the benefits such as view/track usage, connect remotely, bill estimates, and integrate renewable energy sources.
Questions, comments, and concerns followed:
1. Costs: Shiraki inquired and Mayeshiro replied that there are no costs for advanced meter because it is part of a bigger program for grid modernization that costs roughly 24 cents a month. Shiraki inquired and Mayeshiro replied that with the advanced meter, you can track electric usage at almost real time.
2. Opt Out: Shiraki inquired and Brandy Crabbe replied that customers can opt out of the program, adding that condos and apartments are included in the program.
3. Usage: Mau inquired and Miyashiro replied that customers will be able to track usage every 15 minutes when logging into one's account.
4. Compatibility: Oshiro inquired and Miyashiro confirmed that this system will be photovoltaic compatible.
Approval of Minutes from Wednesday, April 14, 2021 Regular Meeting:
Shiraki MOVED and Mau SECONDED the Motion to Approve the Minutes from Wednesday, April 14, 2021 Meeting as written. The Motion PASSED by UNANIMOUS CONSENT, 7-0-0; (AYE: Frost, Mau, Nakayama, Onishi, Shiraki, Turbin, Welch; NAY: None; ABSTAIN: None).
Consideration of Resolution: In Support of Increased Regulation of Tour Helicopters and Other Small Aircraft: Chair Frost introduced and summarized the resolution.
Mau MOVED and Shiraki SECONDED the Motion to Approve the Resolution In Support of Increased Regulation of Tour Helicopters and Other Small Aircraft. The Motion PASSED by UNANIMOUS CONSENT, 7-0-0; (AYE: Frost, Mau, Nakayama, Onishi, Shiraki, Turbin, Welch; NAY: None; ABSTAIN: None).
Hearing no objections, Chair Frost returned to agenda item FILLING OF VACANT BOARD SEATS.
FILLING OF VACANT BOARD SEATS:
Mau NOMINATED and Shiraki SECONDED Dean McColgan for Subdistrict 4. Dean McColgan was appointed to Subdistrict 4 by UNANIMOUS CONSENT, 7-0-0; (AYE: Frost, Mau, Nakayama, Onishi, Shiraki, Turbin, Welch; NAY: None; ABSTAIN: None).
NA administered the Oath to McColgan.
McColgan entered the meeting at 8:33 p.m.; eight (8) members present.
Treasurer's Report: The remaining balance is $263.07.
ANNOUNCEMENTS:
NCO Elections: The NCO 2021 Elections voting period ends on Friday, May 21, 2021.
P lolo Neighborhood Board's Next Meeting: The P lolo Neighborhood Board's Next Meeting will be on Wednesday, July 14, 2021 at 7:00 p.m. at a location to be determined.
