CALL TO ORDER - Chair Andrew Salenger called the meeting to order at 6:00 p.m. Quorum was established with 11 members present via Webex Application. Note - This 15-member Board requires eight (8) members to establish a quorum and to take official Board action.

Board Members Present: Julia Allen, Rafia Hasina, Margaret Murchie, Bertram Narita, Bruce Wong, John Beutel, Wendell Murakawa, Keolu Peralto, Don Persons, George West, Andrew Salenger, Michelle Matson (arrived at 6:18 p.m.), Laura St. Denis, Linda Wong (arrived at 6:30 p.m.).

Board Members Absent: Mela Kealoha Lindsey.

Guests: Acting Captain Ken Oishi (Honolulu Fire Department); Lieutenant Patricia Liu, Sergeant Clinton Corpuz and Lieutenant Taro Nakamura (Honolulu Police Department); Isaac Choy (Governor David Ige's office); Ann Wong (Board of Water Supply); Keola Fisher (Councilmember Tommy Waters' office); Judi Hernandez and Janel Denny (Councilmember Calvin Say's office); Representative Jackson Sayama; Representative Bertrand Kobayashi; Taylor Date (Representative Scott Nishimoto's office); Senator Les Ihara; Chelsea Lockridge (Senator Stanley Chag's office); Dean Carol Hoshiko, Director of Planning Robert Franco, Cuong Tran and Chancellor Louis Pagotto (Kapiolani Community College); Paul Alderete (AT&T); Janel Sterbentz (Hawaii Bicycling League); Dylan Whitsell, Marilyn Mick, Daisy Murai, Miku Lenetine, Arleen Velasco, Edward Wels, Marcia Pasqua, Winston Welch, Jing Zheng, Fannie Cline, Anna Kerr, Mark Tagami (Residents); Casey Ishitani (Neighborhood Commission Office). Names not included will not be provided. 47 attendees total.

PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD): [6:00 p.m.] [6:13 p.m.] There was no representative. The following was in a written report that may be found on the OneDrive link above.

• January 2022 Statistics: There were two (2) structure fires, one (1) nuisance fires, six (6) activated alarms, 58 medical emergencies, five (5) motor vehicle collisions, one (1) ocean rescue and one (1) hazardous materials incident.

• Safety Tip: Residents were encouraged to provide specific details regarding addresses and locations of emergencies.

Honolulu Police Department District 6: [6:00 p.m.] HPD Lieutenant Patricia Liu reported the following statistics. There were six (6) robberies, five (5) burglaries, 52 thefts, 30 unauthorized entries of vehicles, 17 assaults, two (2) sex crimes, 20 bicycle citations, 21 skateboard citations, 19 speeding citations, 2,597 parking citations, one (1) loud muffler citation, 150 park closure citations and 5,914 total calls for service.

Honolulu Police Department District 7: [6:03 p.m.] HPD Lieutenant Taro Nakamura reported the following statistics. There were 21 motor vehicle thefts, 11 burglaries, 32 thefts, 11 unauthorized entries of vehicles, and 7,143 total calls for service.

Ocean Safety Division: [6:13 p.m.] There was no representative.

Neighborhood Security Watch: [6:13 p.m.] Resident Fannie Cline and Sergeant Corpuz reported an increase in homeless individuals on the City and County of Honolulu side of Diamond Head Road. CORE services have been assisting. Homeless encampments have been reported near the Ala Wai Golf Course and Leahi Avenue.

Matson arrived at this time. There were 13 members present.

CITY AND STATE ELECTED OFFICIALS

Mayor Rick Blangiardi: [6:20 p.m.] There was no representative. A memo was provided with the following information.

Chair Salenger relinquished the gavel to Vice Chair Allen.

Governor David Ige's Office: [6:26 p.m.] State Director of Taxation Isaac Choy reported the following.

• Covid-19: Restrictions may continue to be reduced if numbers of Covid-19 infections fall.

• Red Hill: The State of Hawaii has requested that the Navy cease operations at the Red Hill storage facility.

• Cyber Attack: The Department of Defense has advised residents that cyber attacks from Russia may be imminent due to tensions near the Ukrainian border.

Linda Wong arrived at this time. There were 14 members present.

Vice Chair Allen relinquished the gavel to Chair Salenger.

Board of Water Supply (BWS): [6:31 p.m.] BWS representative Ann Wong reported the following.

• Main Break: There was an eight (8) inch main break at 2863 Kalakaua Boulevard.

• Payment: BWS is ending the option to pay at banks, with payment being optional via online portal at.

• Trespassing: Homeless trespassing has increased at the Kaimuki pump station

RESIDENTS INTERESTS AND NEIGHBORHOOD CONCERNS

Development: [6:34 p.m.] Resident Daisy Murai raised concerns regarding the development of a condominium near Moiliili Cemetery.

Redistricting: [6:37 p.m.] Resident Winston Welch raised concerns regarding reapportionment changing the area being the Kapahulu Safeway to McCully-Moiliili.

Cement Wall: [6:40 p.m.] Murchie raised concerns regarding a cement wall being constructed on Diamond Head Road, stating that it may be on City and County of Honolulu sidewalk.

Fort Ruger Market: [6:45 p.m.] Resident Jing Zheng requested updates regarding concerns that Fort Ruger dumpsters are placed too close to residences. Linda Wong responded that the manager of the market has been contacted and will attempt to move the dumpsters.

CITY AND STATE ADMINISTRATION REPORTS

Council Chair Tommy Waters: [6:47 p.m.] Keola Fisher of Council Chair Waters' office reported the following.

• Leahi Avenue: Council Chair Waters will follow-up on requests to expedite City acquisition of the private road.

• Gold Coast: Council Chair Waters will oppose the Gold Coast transient accommodation proposals.

• Legislative Session: Council Chair Waters will support Bills related to amplified sound in Waikiki (Council Bill 43) and underground storage tanks (Council Bill 48).

Councilmember Calvin Say: [7:04 p.m.] Judi Hernandez provided Councilmember Say's report - uploaded to the One Drive and may also be found at https://calvinsay.wordpress.com/.

Representative Bertrand Kobayashi: 7:06 p.m.] Representative Kobayashi was not here at this time.



Representative Jackson Sayama: [7:07 p.m.] Representative Sayama reported the following.

• 2022 Legislative Session: A Bill regarding increased penalties for catalytic converter theft has passed first reading. A Bill has been introduced to allocate funding to include surfing in public schools as a team sport. A Bill to combat feral chickens has been deferred. Representative Sayama has supported an audit of Hawaii's ports to mitigate illegal fireworks.

Hearing no objection, Vice Chair Allen had Representative Kobayashi at this time.

Representative Bertrand Kobayashi: [7:16 p.m.] Representative Kobayashi reported the following.

• Red Hill: The Order to suspend operations at Red Hill fuel storage by the State Department of Health is still active.

• Corruption: The State House and Senate are complying with the State Attorney General regarding investigations into corruption related to Senator J. Kalani English and Representative Ty Cullen.

• Oahu Community Correctional Center (OCCC): Representative Kobayashi raised support for pausing construction at OCCC.

Representative Scott Nishimoto: [7:23 p.m.] Taylor Date of Representative Nishimoto's office reported that residents may attend a free tax clinic at the Hawaii State Capitol. Residents must call (808) 451-4351 for appointments.

Senator Les Ihara, Jr.: [7:25 p.m.] Senator Ihara reported the following.

• Reapportionment Commission: A local nonprofit is filing suit against the Hawaii Reapportionment Commission to grant temporary injunction against current redistricting efforts.

• Corruption: Senator Ihara reiterated concerns regarding corruption within the Hawaii Legislature.

2022 Legislative Session: Senator Ihara reported that the Supreme Court will place a ruling on "gut and replace" Legislation. Senator Ihara introduced Senate Bill (SB) 3172 which would disallow boards from using electronic audio or visual recordings as minutes.

Senator Stanley Chang: [7:42 p.m.] Chelsea Lockridge of Senator Chang's office reported that joint committees have met regarding SB 2898 and SB 2193, which involve affordable housing and urban development.

Vice Chair Allen relinquished the gavel to Chair Salenger.

BOARD BUSINESS

Gold Coast Temporary Vacation Rentals: [7:47 p.m.] Matson introduced a Resolution concerning City Council Bill 41 CD1. The Resolution would oppose changes to the "Gold Coast" area allowing transient accommodations without consultations with the community.

Matson Moved and Linda Wong Seconded to Adopt the Resolution. [7:51 p.m.] The Motion was ADOPTED BY UNANIMOUS CONSENT, 14-0-0 (Aye: Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Murakawa, Peralto, West, Salenger, Matson, Persons, St. Denis, Linda Wong; Nay: None; Abstain: None). [7:52 p.m.]

Chair Salenger relinquished the gavel to Vice Chair Allen.

Sunshine Law Amendments for Remote Meetings: [7:52 p.m.] Resident Dylan Whitsell reported that House Bill (HB) 2505 has been introduced by Representative Val Okimoto. The Bill would Amend Sunshine Law to remove language that would require open meetings to have an in-person location for public access for otherwise entirely remote meetings.

St. Denis Moved and Matson Seconded to Adopt a letter of support for HB 2505. [8:01 p.m.] The Motion PASSED, 12-0-2 (Aye: Allen, Hasina, Narita, Bruce Wong, Beutel, Murakawa, Peralto, West, Matson, Persons, St. Denis, Linda Wong; Nay: None; Abstain: Murchie, Salenger). [8:08 p.m.]

Vice Chair Allen relinquished the gavel to Chair Salenger.

PRESENTATIONS

Kapiolani Community College (KCC): [8:10 p.m.] Dean Carol Hoshiko, Director of Planning Robert Franco, Cuong Tran and KCC Chancellor Louis Pagotto reported new designs and plans for the Culinary Institute of the Pacific. The new structure will be along Monsarrat Avenue with extended parking leading into and below the site. The site will also act as a resiliency hub for the Diamond Head area. AT&T Small Cell Installations: [8:29 p.m.] Paul Alderete of AT&T reported that small cell tower projects have been planned by FirstNet to expand coverage in the Diamond Head area. The current plans are for 4G with no plans for 5G. All designs comply with Federal Communications Commission. More information may be requested at info@att.com.

Hawaii Bicycling League (HBL): [8:41 p.m.] Janel Sterbentz reported that residents may apply for HBL Academy of Bicycling at https://hbl.org/learn/academy-of-bicycling/ to be informed of cycling skills and safety. HBL also the supports the addition of bicycle lanes. Residents may subscribe to HBL newsletters at https://hbl.org/.
