REGULAR MEETING MINUTES
THURSDAY, MARCH 23, 2023 at 5:30 to 6:30 P.M.
Kaimuki Public Library Meeting Room
1041 Koko Head Ave, Honolulu, HI 96816 and VIA ZOOM REMOTE MEETING
1. CALL TO ORDER - Committee Chair Jason DeMarco (jddemarch@gmail.com) at 5:40 P.M.
2. MONSTER HOMES
2.1 Identify and track: 3615 Sierra Drive, 1352 Koko Head, 1891 Pala Street, 4103 Pakolu Place
Minutes: No specific updates. Projects awaiting scheduling of board of appeal dates.
2.2 Identify other advocates we can collaborate with.
Minutes: Identified Hawaii Good Neighbor Group as historically tracking monster homes. Inviting their members to attend committee meetings.
2.3 Discuss possible bill language for City Council consideration.
Minutes: Discussion that legislative language is challenging given that what sounds suspicious and illegal in one context is desirable and reason in others. For example, what looks like an undesirable monster home may be acceptable if a multi-generational dwelling. Or multiple wet bars and kitchens in a dwelling may look suspicious except in the context of a mansion project where the owner will live there and wants multiple wet bars around the property.
Suggestion to draft language to pursue the licenses of the design professionals and contractors involved with these monster home projects.
3. ENVISION KAIMUKI
3.1 12th Avenue Pedestrian Mall
Minutes: Three local business owners along 12th Ave attended. Expressed their strong opposition to the pedestrianization of the street. Cited prior EnVision Kaimuki and City outreach to local business owners and agreed at that time to not pursue the project. Chair described how many communities globally have seen no impact or improved business when streets are pedestrianized. Chair agrees to not pursue this matter further in committee.
3.2 Street Trees (Kaimuki Board adopt a tree?)
Minutes: Question raised by Chair who will maintain the trees? Board Chair Yamata clarified that irrigation lines existing in the sidewalk already along Waianae. DFM responsible for overall maintenance. Ask is for day-to-day maintenance by volunteer groups.
Discussion and concurrence to recommend the Board adopt a tree.
4. LEGISLATION TRACKING
4.1 City Council
4.1.1 Bill 6 - self-certification of building plans by responsible professionals
Minutes: Attendees comfortable with self-certification given City inspectors will still be involved to inspect built work and require correction of any deficiencies.
4.2 Mayor
4.2.1 State of the City speech
4.2.1.1 "rocket docket" to expedite building permits, reduce community review or delay of
projects.
4.2.1.2 More special assignment inspections to allow construction to commence during
permitting review.
Minutes: Attendee support for special assignment inspections to expedite construction.
4.2.1.3 Tiny home villages for the homeless. Locations TBD.
Minutes: Discussion to identify possible Kaimuki locations for such villages. Suggestion of residual parcels along freeway and underutilized state land around Leahi hospital.
4.2.2 Diamond Head loop multi-modal trail/path
Minutes: Deferred by Chair to next meeting.
4.3 Legislature
4.3.1 Sea-level rise discussion. Buffer, adapt, retreat.
Minutes: Deferred by Chair to next meeting.
