I. CALL TO ORDER - [0:00:05]: 6:00 p.m.
Chair Whitsell called the meeting to order at 6:00 p.m. Quorum was established with eight (8) members present. Note - This 15-member Board requires eight (8) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Julia Allen, Rafia Hasina, Margaret Murchie, Bertram Narita, John Beutel, Wendell Murakawa, Dylan Whitsell, Arleen Velasco, Linda Wong (6:09 p.m.), and Michelle Matson (6:18 p.m.).
Board Members Absent: Bruce Wong, Winston Welch, Don Persons, and Laura St. Denis (resigned).
Guests: Lieutenant Steven Ono, Lieutenant Taro Nakamura, Sergeant Rance Okano (Honolulu Police Department); Deputy Director Jiro Sumada (Department of Planning and Permitting); Kathleen Elliott-Pahinui (Board of Water Supply); Dean Carol Hoshiko (Kapiolani Community College); Claudia Rapkoch (Hawaii State Energy Office); Kelly Kruse, Alyssa Nurre (American Heart Association); Council Chair Tommy Waters, Amanda Zepeda; Councilmember Calvin Say, Janel Denny, Melvia Kawashima, Judy Hernandez; Representative Bertrand Kobayashi; Representative Jackson Sayama; Senator Stanley Chang, Theresa Ng; Laura Ruby, Robert Armstrong, Daisy Murai, Keolu Peralto, Nick Sinchek, Angie Knight, Michael Cacal (Residents); Dylan Buck (Neighborhood Commission Office). Note: Name was not included if not legible. There were 38 total participants.
II. PUBLIC SAFETY REPORTS - [0:01:51]
Honolulu Fire Department (HFD) - [0:01:58]: No representative present. A report was submitted, which can be found at: https://drive.google.com/drive/folders/1lVzZwucvDb-eg27ts0icCC6xUrGGR2d_
Honolulu Police Department (HPD) District 6 - [0:02:23]: Lieutenant Ono reported the following:
• May 2023 Statistics: There were four (4) robberies, 12 burglaries, 170 thefts, 17 unauthorized entry into motor vehicle (UEMV's), 25 assaults, four (4) sex crimes, 33 bike/skate on sidewalk citations, 16 speeding citations, 2,383 parking citations, 31 loud mufflers citations, 133 park closures citations, 8 park closure arrests, and 5,258 total calls for service. Honolulu Police Department (HPD) District 7 - [0:06:17]: Lieutenant Nakamura reported the following:
• May 2023 Statistics: There were six (6) motor vehicle thefts, seven (7) burglaries, 25 thefts, five (5) unauthorized entry into motor vehicle (UEMV's), and 7, 123 total calls for service. More information can be found at: https://www.honolulupd.org/information/crime-mapping/
• Hurricane Preparedness: Lieutenant Nakamura provided an informational flyer, which can be found at: https://drive.google.com/drive/folders/1lVzZwucvDb-eg27ts0icCC6xUrGGR2d_

III. COMMUNITY CONCERNS / PUBLIC TESTIMONY - [0:14:29]
Ala Wai Bridge Project - [0:14:38]: Ruby provided testimony in opposition to the design proposal to build a concrete pedestrian bridge over the Ala Wai Canal. Ruby shared images of existing bridge designs that she believes would be a better fit for the community.
Dangerous Crosswalks - [0:17:52]: Cacal raised safety concerns with two (2) crosswalks along Kapahulu Avenue, and requested that the City consider removing them as there are nearby crosswalks with functioning traffic and crossing signals in place to prevent accidents from occurring. The crosswalks without traffic/crossing signals of concern are located at: Kapahulu Ave./Mokihana St. & Kapahulu Ave./Charles St.
Community Meeting Announcement - [0:18:58]: Armstrong announced that he is hosting a community meeting on Saturday, August 19, 2023 at 1:00 p.m. at 1152 Smith Street to discuss concerns with the Neighborhood Commission Office (NCO), the Neighborhood Commission, and the Neighborhood Plan.
Neighborhood Board Operations - [0:24:11]: L. Wong raised concerns regarding the current operations of this Neighborhood Board, specifically relating to the protocol for resolutions and agenda items.
IV. GOVERNMENT ADMINISTRATION REPORTS - [0:27:57]
Mayor Rick Blangiardi's Office - [0:28:01]: Deputy Director Sumada (Department of Planning and Permitting - DPP) provided the report on behalf of Director Krucky (Department of Community Services - DCS), which can be found at: https://www.oneoahu.org/newsletter. Deputy Sumada also provided follow up responses to questions raised at the last meeting, and a detailed presentation on how to navigate the DPP website as it related to multiple questions raised at the last meeting.

Board of Water Supply (BWS) - [1:10:47]: Elliott-Pahinui provided the report, which can be found at: https://drive.google.com/drive/folders/1lVzZwucvDb-eg27ts0icCC6xUrGGR2d_. Elliott-Pahinui highlighted that there were no water main breaks to report in the area, and BWS will continue to closely monitor the Red Hill Fuel Storage Facility situation.

Kapiolani Community College (KCC) - [1:20:34]: Dean Hoshiko announced that the job description for Director of the Culinary Institute of the Pacific (CIP) has been published, and requested to provide the presentation of the CIP at the next meeting. Dean Hoshiko also shared several images of the current construction progress of the CIP.

Governor's Representative - [1:29:26]: Rapkoch (Hawaii State Energy Office) provided the report, which can be found at: https://drive.google.com/drive/folders/1lVzZwucvDb-eg27ts0icCC6xUrGGR2d_. Rapkoch highlighted information on hurricane preparedness, announced that Monday, June 5, 2023 through Sunday, June 11, 2023 is ÔMedicare Fraud Prevention Week', and that Medicaid, post-Covid-19, has returned to the previous practice of reauthenticating participants.

V. PRESENTATIONS - [1:34:45]
American Heart Association - 2023 Hawai'i Heart Walk - [1:34:47]: Kruse and Nurre (American Heart Association - Hawai'i) announced that the 2023 Hawai'i Heart Walk is scheduled for Saturday, August 5, 2023 at Kapiolani Regional Park. Check-In is at 6:00 a.m. and the walk begins at 7:30 a.m. The event is open to the public and free to participate. The organization anticipates approximately 3,000 walkers will be participating in this year's event. More information can be found at: www.hiheartwalk.org
VI. BOARD BUSINESS FOR DISCUSSION AND ACTION - [1:38:36]
Resolution Relating to Changing the Name of Diamond Head/Kapahulu/St. Louis Heights Neighborhood Board No.5 to L ahi/Kapahulu/Kalaep haku Neighborhood Board No.5 - [1:38:45]: Chair Whitsell opened the floor for public testimony. Chair Whitsell passed the gavel to Secretary Beutel at 7:42 p.m.
[2:02:19] - Whitsell MOVED and Velasco SECONDED to defer this resolution. Hearing no objections, the motion WAS ADOPTED; 10-0-0 (Aye: Allen, Hasina, Murchie, Narita, Beutel, Murakawa, Whitsell, Matson, L. Wong, Velasco; Nay: None; Abstain: None) - [2:03:11].
Chair Whitsell reclaimed the gavel at 8:04 p.m.
Resolution Requesting the Honolulu City Council to Conduct a Public Hearing and Vote on Resolution 23-82 Relating to Council Pay Raises - [2:03:45]: Council Chair Waters provided background information on the status of the proposed Honolulu City Council salary increases. Public testimony followed - [2:13:03].
[2:30:59] - Matson MOVED and Allen SECONDED to adopt the resolution as written. Discussion followed. Hearing no further discussion, the board took a roll call vote. The motion WAS NOT adopted; 6-2-2 (Aye: Allen, Murchie, Narita, Murakawa, Velasco, Matson; Nay: Hasina, Beutel; Abstain: Whitsell, L. Wong) - [2:33:34].
VII. ELECTED OFFICIALS - [2:35:12]
Council Chair Tommy Waters - [2:35:16]: Council Chair Waters provided the report, which can be found at: https://drive.google.com/drive/folders/1lVzZwucvDb-eg27ts0icCC6xUrGGR2d_. Council Chair Waters highlighted that the City Council approved: a $3.40 billion dollar budget; a budget increase of $43 million dollars for HPD; a budget increase of $8 million dollars for HFD; a budget increase of $11 million dollars for EMS; $170 million dollars for affordable housing; $35 million for homeless services/facilities; and Red Hill Fuel Storage Facility updates.
Narita left the meeting at 8:37 p.m.; nine (9) members present.
