1. CALL TO ORDER [0:00:13]
Chair Pro-Tem Hack called the meeting to order at 7:00 p.m. Quorum WAS established with seven (7) members present. Note - This 13-member board requires seven (7) members to establish a quorum and to take official Board action.
Board Members Present: Colin Peros, Randolph Hack, Dallas Ige, Juanita Kawamoto, Dean McColgan, Earl Shiraki, Darlene Nakayama, and Derek Turbin (appointed).
Board Members Absent: Beverly Mau, Rusti Onishi, and Catherine Orlans.
Guests: Firefighter III Les Shiroma (HFD); Lieutenant Taro Nakamura (HPD); Dominic Dias (BWS); Councilmember Calvin Say, Melvia Kawashima, Janel Denny, Scott Ishikawa; DFM Deputy Director Warren Mamizuka (Mayor's Representative); Ryan Aguilar (Governor's Representative); Representative Jackson Sayama; Senator Les Ihara Jr.; Bill Chismar, Cory Kot, Jack James, Robert Armstrong (Residents); Logan Hutchinson (NCO). Note: Name not included if not legible or stated for the record. There were 27 total participants.
Shiraki MOVED and McColgan SECONDED taking up Board Business and the Election of Officers before the City Monthly Reports in order to have an elected officer preside over the meeting [0:00:43]. Hearing no discussion, the board conducted a voice vote. The motion WAS ADOPTED; 7 - 0 - 0 (Aye: Ige, Kawamoto, McColgan, Nakayama, Peros, Shiraki, Hack; Nay: None; Abstain: None).
Election of Officers [0:02:15]: Shiraki nominated Peros for Chair [0:02:15]. Hearing no other nominations, the board conducted a roll call vote. Peros was elected Chair; 7 - 0 (Peros: Hack, Ige, Kawamoto, McColgan, Nakayama, Peros, Shiraki; Abstain: None) [0:03:28].
Hearing no nominations for Vice Chair, this agenda item was postponed [0:04:41].
Shiraki nominated Nakayama for Secretary [0:06:04]. Hearing no other nominations, the board conducted a roll call vote. Nakayama was elected Secretary; 7 - 0 (Nakayama: Hack, Ige, Kawamoto, McColgan, Nakayama, Peros, Shiraki; Abstain: None) [0:06:45].
Hearing no nominations for Treasurer, this agenda item was postponed [0:07:53].
Hack nominated Shiraki for Sergeant-At-Arms [0:08:36]. Hearing no other nominations, the board conducted a roll call vote. Shiraki was elected Sergeant-At-Arms; 7 - 0 (Shiraki: Hack, Ige, Kawamoto, McColgan, Nakayama, Peros, Shiraki; Abstain: None) [0:09:09].
2. CITY MONTHLY REPORTS [0:11:09]
Honolulu Fire Department (HFD) [0:11:15]: Firefighter III Les Shiroma gave the report. Should you have any questions, please email the Honolulu Fire Department Community Relations Office at hfdnhb@honolulu.gov.
• June 2023 Statistics: There was one (1) structure fire, one (1) activated alarm without fire, and 46 medical emergencies.
• Safety Tip: Grilling Safety - Always use barbecue grills outside, away from doors, windows, vents, and other building openings. Place the grill well away from siding and deck railings and out from under eaves and overhanging branches according to the manufacturer's instructions. Keep children and pets at least three feet away from cooking areas and keep starter fluid, lighters, and matches out of children's reach. Cook with caution. Be alert and stay at the grill while cooking. Never leave a hot barbecue unattended. Light a propane grill only with the cover open. If the flame on the propane grill goes out, turn the grill and gas off and wait at least five minutes before relighting. Periodically remove grease or fat buildup in the tray(s) below the grill so it cannot be ignited by a hot grill. Let the coals completely cool before disposing in a metal container. Never empty coals directly into a trash can. Do not store or use a grill on a porch or balcony, including any porch or balcony on an upper level of the building. Always store propane gas tanks outside of buildings or garages. Remember to properly inspect and maintain the tank, fittings, and tubing according to the manufacturer's instructions. Vapors leaked indoors can be easily ignited by pilot lights or electrical equipment, causing an explosion.
Honolulu Police Department (HPD) [0:15:31]: Lieutenant Taro Nakamura reported the following:
• June 2023 Statistics: There were two (2) motor vehicle thefts, five (5) burglaries, 10 thefts, one (1) unauthorized entry into motor vehicle (UEMV), and 6,537 total calls for service. Further statistical information can be found at www.honolulupd.org.
• Safety Tip: Creating a Family Emergency Communication Plan - Know where your important documents are and have emergency contact numbers in one place like a file/piece of paper. In the event of cell phone towers going down, your phones communication capabilities will not work.
Board of Water Supply (BWS) [0:18:17]: Dominic Dias reported two (2) main breaks from the previous month. On June 21, 2023 there was a break of an eight (8) inch main on Gardenia Street and on June 30, 2023 there was a break of an eight (8) inch line on Waiomao Road. The line is scheduled to be replaced pending a start date. BWS is bringing back its xeriscape plant sale at Halawa Xeriscape Garden on August 5, 2023 from 9:00 a.m. to 3:00 p.m. To schedule attending workshops and/or for more information, go to https://www.boardofwatersupply.com/.

Filling of Vacancies - One (1) At-Large, One (1) Subdistrict 2, One (1) Subdistrict 3 [0:22:14]: Nakayama MOVED to appoint Derek Turbin to the at-large vacancy [0:22:53]. Discussion followed. Hearing no further discussion, the board took a roll call vote. Derek Turbin was appointed to the at-large vacancy; 7 - 0 - 0 (Aye: Hack, Ige, Kawamoto, McColgan, Nakayama, Peros, Shiraki; Nay: None; Abstain: None) [0:24:45].
Chair Peros called for a recess at 7:25 p.m. to have NA Hutchinson administer the oath of office to Turbin [0:25:57].
Chair Peros called the meeting back to order at 7:26 p.m.; eight (8) members present [0:27:02].
Meeting Date, Time, Location, and Format [0:27:20]: Shiraki MOVED and Hack SECONDED to hold the Palolo Neighborhood Board No. 6 meetings on the second Wednesday of the month at 7:00 p.m. at Palolo Elementary School [0:27:43]. Discussion followed.
Kawamoto MOVED and Hack SECONDED to amend the motion to include having an online component via WebEx [0:31:22]. Discussion followed. Hearing no further discussion, the board conducted a voice vote. The motion to hold the Palolo Neighborhood Board No. 6 meeting on the second Wednesday of the month at 7:00 p.m. at Palolo Elementary School with an online component via WebEx WAS ADOPTED; 8 - 0 - 0 (Aye: Hack, Ige, Kawamoto, McColgan, Nakayama, Shiraki, Turbin, Peros; Nay: None; Abstain: None) [0:38:55].
Determination of Recess Schedule [0:39:21]: Shiraki MOVED and Hack SECONDED that the Palolo Neighborhood Board No. 6 recess in September 2023, January 2024, and June 2024 [0:39:39]. Hearing no discussion, the board conducted a voice vote. The motion WAS ADOPTED; 8 - 0 - 0 (Aye: Hack, Ige, Kawamoto, McColgan, Nakayama, Shiraki, Turbin, Peros; Nay: None; Abstain: None) [0:40:58].
Adoption of Oral Testimony Rules [0:41:20]: Hack MOVED and McColgan SECONDED that three (3) minutes be allowed for oral testimony including Q&A (question and answer) and 10 minutes for presentations including Q&A, all at the Chair's discretion [0:43:09]. Hearing no discussion, the board conducted a voice vote. The motion WAS ADOPTED; 8 - 0 - 0 (Aye: Hack, Ige, Kawamoto, McColgan, Nakayama, Shiraki, Turbin, Peros; Nay: None; Abstain: None) [0:43:34].
Designation of Board Committees and Committee Chairs [0:43:41]: No board action taken.
Approval of Regular Meeting Minutes from Wednesday, May 10, 2023 [0:44:02]: Shiraki MOVED and Hack SECONDED approving the Wednesday, May 10, 2023 Regular Meeting Minutes as written [0:44:11]. Hearing no discussion, the board conducted a voice vote. The motion WAS ADOPTED; 8 - 0 - 0 (Aye: Hack, Ige, Kawamoto, McColgan, Nakayama, Shiraki, Turbin, Peros; Nay: None; Abstain: None) [0:44:25].
Reports by Board Members Regarding Attendance at Other Meetings Affecting Palolo Neighborhood Board Business [0:44:34]: None.
4. ELECTED OFFICIALS [0:44:44]
Congressman Ed Case [0:44:49]: No representative present.

Councilmember Say invited community members to a clean-up at Kaimuki Park on July 29, 2023 from 9:00 to 11:00 a.m. Councilmember Say's monthly newsletter can be found at https://www.honolulucitycouncil.org/s/July-2023-Newsletter.pdf. Mayor Rick Blangiardi's Representative [1:08:25]: Department of Facility Maintenance (DFM) Deputy Director Warren Mamizuka gave the report and provided follow-up responses to questions and concerns raised at the last meeting. Deputy Director Mamizuka shared he is no longer the Acting DFM Director and that the first confirmation hearing for the new DFM Director, Gene Albano, was this morning, July 12, 2023. Governor Josh Green's Representative [1:16:50]: Ryan Aguilar reported and shared the Governor's June Newsletter, which can be found at https://governor.hawaii.gov/wp-content/uploads/2023/06/Ke-Ala-Hou-Newsletter-June-2023-Draft-02.pdf.
Representative Jackson Sayama [1:18:10]: Representative Sayama announced their will be a community clean-up on Saturday, August 12, 2023 from 9:00 a.m. to 12:00 p.m. at Azama Park on Waiomao Road. Community members are encouraged to come and to bring gloves and tools. If you have any questions, call (808) 586-6900 or email repsayama@capitol.hawaii.gov. Relating to monster homes, on July 14, 2023 at 11:00 a.m. at the Frank Fasi Municipal Building Conference Room, there will be a public hearing on the 3615 Sierra Drive Monster Home. There will not be a special session to override any of the Governor's vetoes. Representative Sayama's focus going forward will be working the school facilities authority to begin the request for proposal (RFP) process for the development of housing at the Queen Liliuokalani Elementary School and also human resources with stream lining the process for someone getting hired by the State.

Honolulu 7 Recall [1:34:56]: Resident Jack James shared that his group, Honolulu 7 Recall, recent actions and displeasure with the seven (7) councilmembers who voted in favor of the budget. For more information call (808) 386-8608.
Community Meeting [1:36:04]: Resident Robert Armstrong announced a meeting to discuss the Neighborhood Board system on Saturday, August 19, 2023 at the New Life Center (1152 Smith Street) starting at 1:00 p.m.

Next Meeting - The P lolo Neighborhood Board No.6 is tentatively scheduled to hold its next meeting on Wednesday, August 9, 2023 at 7:00 PM at Palolo Elementary School and online via WebEx.
