I. CALL TO ORDER [0:00:01]: Chair Pro Tem Hoe called the meeting to order at 6:30 p.m. Quorum was established with 10 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Brian Kang, James Logue, Travis Saito, Judi-Ann Smith-Kauhane, Kelsie Aguilera, Stacey Arnold, Becky Gardner, Joyce Murakami, Jason DeMarco, and Paul Hoe.

Board Members Absent: None.

III. ELECTION OF OFFICERS [0:03:44]

Election of Officers - Chair [0:4:04]: [0:04:11] - Hoe nominated Brian Kang as Board Chair. Hearing no other nominations, the board conducted a roll call vote. Brian Kang was elected Chair 9-0-1 (AYE: Kang, Logue, Smith-Kauhane, Aguilera, Arnold, Gardner, Murakami, DeMarco, Hoe. NAY: None. ABSTAIN: Saito.). [0:05:43]

Election of Officers - Vice Chair [0:04:27]: [0:04:32] - Kang nominated Paul Hoe as Board Vice Chair. Hearing no other nominations, the board conducted a roll call vote. Paul Hoe was elected Vice Chair 9-0-1 (AYE: Kang, Logue, Smith-Kauhane, Aguilera, Arnold, Gardner, Murakami, DeMarco, Hoe. NAY: None. ABSTAIN: Saito.). [0:05:43]

Election of Officers - Secretary [0:04:45]: [0:04:50] - Hoe nominated Kelsie Aguilera as Board Secretary. Hearing no other nominations, the board conducted a roll call vote. Kelsie Aguilera was elected Secretary 9-0-1 (AYE: Kang, Logue, Smith-Kauhane, Aguilera, Arnold, Gardner, Murakami, DeMarco, Hoe. NAY: None. ABSTAIN: Saito.). [0:05:43]

Election of Officers - Treasurer [0:05:10]: [0:05:15] - Hoe nominated Jason DeMarco as Board Treasurer. Hearing no other nominations, the board conducted a roll call vote. Jason DeMarco was elected Treasurer 9-0-1 (AYE: Kang, Logue, Smith-Kauhane, Aguilera, Arnold, Gardner, Murakami, DeMarco, Hoe. NAY: None. ABSTAIN: Saito.). [0:05:43]

IV. CITY MONTHLY REPORTS [0:06:37]

Honolulu Fire Department (HFD) [0:06:40]: Firefighter Hoe reported the following:

• June 2023 Statistics: There was one (1) structure fire, one (1) wildland/brush fire, one (1) nuisance fire, seven (7) activated alarm, 32 medical calls, one (1) motor vehicle crash/collision, and three (3) ocean rescues.

• Fire Safety Tip: Grilling/BBQ safety tips were provided.

Honolulu Police Department (HPD) [0:09:28]: Lieutenant Taro Nakamura reported the following:

June 2023 Statistics: There were five (5) motor vehicle thefts, seven (7) burglaries, 31 thefts, eight (8) unauthorized entries into motor vehicles (UEMVs), and 6,537 total calls for service.

Safety Tip: Lieutenant Taro Nakamura provided emergency preparedness safety tips.

Board of Water Supply (BWS) [0:12:22]: Lorna Heller reported the following.

• Water Main Break: There was one (1) main break in the on June 14, 2023 on Kaimuki Avenue.

• Announcement: The Annual Plant Sale will return on Saturday, August 5, 2023.

V. BOARD ORGANIZATION [0:14:24]

MEETING DETERMINATION-DATE/TIME/LOCATION: Discussion followed [0:14:33]

[0:15:48] Hoe Moved and Smith-Kauhane Seconded the Motion to retain the same date/time/location: Third Wednesday, at 6:30 p.m., at Kaimuki Public Library. Hearing no objection, The Motion WAS ADOPTED 10-0-0 (AYE: Kang, Logue, Saito, Smith-Kauhane, Aguilera, Arnold, Gardner, Murakami, DeMarco, Hoe. NAY: None. ABSTAIN: None.). [0:15:54]

DETERMINATION OF BOARD RECESS SCHEDULE [0:16:08]: Discussion followed [0:16:20]

[0:19:35] Smith-Kauhane Moved and DeMarco Seconded the Motion to recess in December 2023, and May 2024. Hearing no objection, the Motion WAS ADOPTED 10-0-0 (AYE: Kang, Logue, Saito, Smith-Kauhane, Aguilera, Arnold, Gardner, Murakami, DeMarco, Hoe. NAY: None. ABSTAIN: None.). [0:20:00]

ADOPTION OF ORAL TESTIMONY RULES [0:20:16]

[0:20:37] DeMarco Moved and Hoe Seconded the Motion to retain the same oral testimony rules. Hearing no objection, the Motion WAS ADOPTED 10-0-0 (AYE: Kang, Logue, Saito, Smith-Kauhane, Aguilera, Arnold, Gardner, Murakami, DeMarco, Hoe. NAY: None. ABSTAIN: None.). [0:20:55]

ESTABLISH COMMITTEES, SUBCOMMITTEES, AND THEIR MEMBERSHIP [0:21:00]

[0:21:21] Hoe Moved and Smith-Kauhane Seconded the Motion to retain the Planning Committee, and its membership. Hearing no objection, the board will establish committees in the future, as necessary. 10-0-0 (AYE: Kang, Logue, Saito, Smith-Kauhane, Aguilera, Arnold, Gardner, Murakami, DeMarco, Hoe. NAY: None. VI. FILLING OF VACANCIES [0:24:52]: There was one (1) vacancy in Sub-District 3. There were no nominations or volunteers.

VII. PUBLIC INPUT [0:25:39]

• Goodwill Building [0:26:15]: Resident Noela inquired about the timeline for the new Goodwill building.

• Parking Meters [0:27:02]: A resident commented on the parking meters on Waialae Avenue.

• Neighborhood Plan [0:47:11]: Resident Robert Armstrong announced a meeting regarding the Neighborhood Plan, on Saturday, August 19, 2023, at 1:00 p.m. at 1152 Smith Street.

VIII. PRESENTATIONS [0:28:40]

Information on proposed recall of seven City Council members: Jack James introduced himself as the president of Honolulu 7 Recall, aiming to recall seven (7) councilmembers who voted in favor of councilmember salary increase.

Council Pay Raises [0:41:44]: Lori Yamada presented the request for Kaimuki Neighborhood Board's statement to express stance on City Council pay raises effective July 1, 2023.

[0:45:33] Hoe Moved to adopt the letter as written by Lori Yamada. Hearing no Second, the Motion WAS NOT CONSIDERED.

IX. COMMUNITY UPDATES [0:46:18]

Kaimuki Business and Professional Association (KBPA): No representative present and no report given.

Hawaii Bicycling League [0:46:50]: Eric McCutcheon was present, and deferred his update until the next meeting.

Queen Theater [0:52:18]: Adoree Yu reported being in process of finding the best tenant for the Queen Theatre, and renovation updates.

Kapiolani Community College (KCC) [0:59:44]: Carol Hoshiko presented a slideshow on the proposed construction/renovations for the Culinary Institute of the Pacific, and Innovation Center.

3650 Waialae Avenue (Goodwill Building) [1:12:48]: Eric Crispin announced the new name for the Goodwill Building, the Honolulu Civil Beat Plaza, and provided construction updates.

X. ELECTED OFFICIALS' REPORTS [1:21:57]

Mayor Rick Blangiardi's Representative [1:22:10]: Director of the Department of Information Technology, Mark Wong reported the following:

• Newsletter: www.oneoahu.org

• Tax relief for homeowners in the FY 24 budget: Among the City's top priorities for the FY24 budgets was historic property tax relief for nearly 152,000 qualifying homeowners on OÔahu, in the form of a one-time $350 tax credit, amounting to roughly $53 million, which will be applied directly to property tax bills.

• Waialae / 8th Avenue Traffic Lights: The Department of Transportation Services (DTS) checked the signals and found the separation between the signals from the intersection of Waialae Avenue and 8th Avenue are far enough that drivers can distinguish between them.

• Traffic Study - Waialae: There is an existing signal at the intersection of Waialae/16th Ave. A modification to add a protected left turn signal from Waialae Avenue into 16th Avenue is approved, design funds for the modification is included in the Fiscal year 2024 funding. Design/approvals are estimated to take 2 years.

• Accessing Traffic Studies: The Department of Transportation Services (DTS) is unable to provide a list of traffic studies as requested by the board. DTS conducts traffic studies on a case-by-case basis and annually investigates and evaluates over a thousand requests. The neighborhood board can request for studies conducted on a certain street within specific limits (e.g., Waialae between 2nd and 6th Avenues), but DTS cannot search by general references ("Kaimuki area"). Residents will need to submit the attached ÔRequest to Access a Government Record' to acquire copies of DTS traffic records. A fee will apply for printing, collating, and research depending upon the size of the document. Fax the form to 808-768-4775 and a DTS representative will contact the resident.

City Council Chair Tommy Waters [1:36:22]: Council Chair Waters reported the following.

• Bill 37: Bill 37 caps property taxes at 3% of household income.

• Bill 40: Bill 40 raises every homeowner's exemption from $100,000 to $120,000.

• Monster Home: City Ordinance requires an increased setback if Floor Area Ratio is over .6%.
