1. CALL TO ORDER [0:00:03]
Chair Peros called the meeting to order at 7:06 p.m. Quorum WAS NOT established with six (6) members present. Note: This 13-member board requires seven (7) members to establish a quorum and to take official Board action.
Board Members Present: Colin Peros, Randolph Hack, Beverly Mau, Dean McColgan, Darlene Nakayama, Derek Turbin, Ranell Asuega Fualaau (7:11 p.m.), and Juanita Kawamoto (7:23 p.m.).
Board Members Absent: Dallas Ige, Rusti Onishi, and Earl Shiraki.
Guests: Dominic Dias (BWS); Pua Smith-Kauhane, Janel Denny, Andrew Phomsouvanh (Councilmember Say); DFM Deputy Director Warren Mamizuka; Kieleku Amundson (Governor Green); Representative Jackson Sayama; Senator Les Ihara Jr.; Kaydi Fukunaga, Hoku Akiu, Dahlia Asuega, Nia Asuega, Shandal Asuega-Asoau (Guests); NA Logan Hutchinson (NCO). Note: Name not included if not legible or stated for the record. There were approximately 42 total participants.
2. MONTHLY REPORTS [0:01:10]
Honolulu Fire Department (HFD) [0:01:10]: No representative present at this time.
Honolulu Police Department (HPD) [0:01:23]: No representative present. No report provided.
Board of Water Supply (BWS) [0:01:32]: Dominic Dias gave the report and highlighted no main breaks in the area during February 2024, two (2) upcoming construction projects, and World Water Day on Friday, March 22, 2024.

Asuega joined the meeting at 7:11 p.m. seven (7) members present. QUORUM WAS ESTABLISHED.
3. RESIDENTS'/COMMUNITY CONCERNS [0:09:33]
Golf Balls Being Hit on to Private Properties [0:10:55]: Resident Kaydi Fukunaga returned after attending the previous Board meeting and reported that there have little to no further reports of golf balls being hit on her and her neighbor's properties. Fukunaga thanked the Board for raising the concern with HPD.
Fallen Tree and Maintenance [0:14:07]: Resident Hoku Akiu and another resident raised a concern about a fallen albizia tree on Narcissus St. and the difficulty of finding out whose jurisdiction the removal of the tree is. The trees near the electrical power lines on Narcissus St. and Narcissus Pl. need to be better maintained. Pua Smith-Kauhane from Councilmember Say's Office provided an update on getting this issue addressed.
Kawamoto joined the meeting at 7:23 p.m.; eight (8) members present.
Hearing no objections, Chair Peros returned to a previous agenda item.

• January 2024 Statistics: There were two (2) activated alarms (no fire) and 44 medical emergencies.
• Safety Tip: Smoke Alarm Safety Tips - Smoke alarms save lives and are an important part of a home fire escape plan. Properly installed and maintained smoke alarms give occupants early warning to get outside quickly. Install smoke alarms inside each bedroom and outside the sleeping areas (hallways) and on every level of the home (including the basement). Keep smoke alarms away from the kitchen or bathroom to reduce false alarms. Test all smoke alarms once a month. Press the test button to ensure the alarm is working. If the smoke alarm requires a nine-volt battery, replace the battery each year. Replace smoke alarm unit every ten years, or sooner if they do not respond properly. 4. BOARD BUSINESS [0:24:50]
Filling of Vacancies - One (1) Subdistrict 2, One (1) Subdistrict 3, One (1) Subdistrict 4 [0:24:50]: No volunteers.
3-Absence Letter for Board Member Rusti Onishi [0:25:46]: Member Onishi was not present. No board action taken. Member Onishi resigned prior to the meeting but the letter was not received by the Neighborhood Commission Office (NCO) until Friday, March 15, 2024.
Approval of Regular Meeting Written Summary for Video Record - Wednesday, February 14, 2024 [0:30:40]: Mau MOVED and McColgan SECONDED to approve the Wednesday, February 14, 2024 Regular Meeting Written Summary for Video Record as written [0:31:03]. Hearing no discussion, the board conducted a voice vote. The motion WAS ADOPTED; 8 - 0 - 0 (Aye: Asuega, Hack, Kawamoto, Mau, McColgan, Nakayama, Turbin, Peros; Nay: None; Abstain: None) [0:31:28].

Councilmember Calvin Say [0:31:52]: Pua Smith-Kauhane gave the report and provided follow-up responses to some constituent concerns. Governor Josh Green's Representative [1:04:41]: Kieleku Amundson gave the report. Highlights included housing and homelessness, trauma informed care, the emergency siren in the valley being in the procurement phase with completion currently slated for July 2025, and a recent press conference on Maui regarding wildfires.

Representative Jackson Sayama [1:14:50]: Representative Sayama gave the report and highlighted albizia tree mitigation, 808 Cleanups of Pukele Stream, squatters at a P lolo property, the funding being restored for the Compacts of Free Association, Capital Improvement Projects (CIP) for Kaimuki High School, and other legislative updates. Next Meeting: The P lolo Neighborhood Board No.6 is tentatively scheduled to hold its next meeting on Wednesday, April 10, 2024 at 7:00 PM at P lolo Elementary School and online via WebEx.
