I. CALL TO ORDER [0:00:02]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 11 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Brian Kang, Judi-Ann Smith-Kauhane, Stacey Arnold, Becky Gardner, Paul Hoe, Kelsie Aguilera, Joyce Murakami, James Logue, Travis Saito, Franklin Chung, and Jason DeMarco.

Guests: Firefighter Carr (Honolulu Fire Department); Lieutenant Nishimura (Honolulu Police Department), Lorna Heller (Board of Water Supply); Mark Wong (Mayor Blangiardi & Department of Information Technology); Judi-Ann Smith-Kauhane (Councilmember Say's Office); Adam Doo (Council Chair Tommy Waters' Office); Faith Quintua (Senator Stanley Chang's Office); State Senator Les Ihara Jr.; State Representative Jackson Sayama; Eric McCutheon (Hawaii Bicycle League); Carol Hoshiko; Elwood, Toni Robinson, Lot Lau, Justin Murata (Residents); Jeffrey Jones (Neighborhood Commission Office). Honolulu Police Department (HPD) [0:00:27]: Lieutenant Nishimura provided the monthly statistics for February 2024.

Board of Water Supply (BWS) [0:02:59]: Lorna Heller shared the February 2024 report.

Department of Transportation Services (DTS) Update [0:05:13]: Kelly Akasaki provided updates regarding upcoming Request for Investigation and Service Report (RISR), DTS issues, and current projects in the Kaimuki community.

Kaimuki Business and Professional Association (KBPA) [0:22:59]: No representative present. No report given.
Hawaii Bicycling League -- Neighborhood Bike Leader [0:23:08]: Eric McCutcheon continued his presentation (for time purposes) to educate community and board members about different modes of battery-operated transportation. He gave a few examples and explained how they don't necessarily have to be registered or follow any rules regarding traffic. A presentation was submitted, which can be found at:

Kapiolani Community College (KCC) [0:29:19]: No representative present. No report given.
Envision Kaimuki Tree Well Project [0:29:31]: Jun Look provided insight on tree wells and what the program takes care of. This project is meant as a beautification project for the community.
V. PRESENTATIONS [0:33:10]:
Honolulu Civil Beat Low Power FM Radio License [0:33:15]: Matthew Leonard from Civil Beat provided a brief presentation sharing about Civil Beat and clarified what exactly they try to capture compared to other news entities in regards to the new received license.

VI. RESOLUTIONS [0:39:43]:
Ala Wai Flood Risk Management Plan [0:39:51]: Dave Watase provided a PowerPoint presentation explaining the resolution and provided diagrams as to what kind of measures will be taken to address flood mitigation a whole.

[1:02:56] DeMarco MOVED and Smith-Kauhane SECONDED to adopt the resolution Concerning Draft General Reevaluation Report with Integrated Supplemental Impact Statement for the Ala Wai Flood Risk Management Project with proposed amendments. Following discussion, a voice vote was conducted and PASSED with a vote of 10 AYES (Smith-Kauhane, Arnold, Gardner, Hoe, Aguilera, Murakami, Logue, Saito, DeMarco, Kang), 0 NAYS, 1 ABSTAIN (Chung). Vote concluded [1:04:07].
VII. ELECTED OFFICIALS' REPORTS [1:04:20]:
Mayor Rick Blangiardi's Representative [1:04:26]: Mark Wong provided the following report. Highlights and announcements were shared, which can be found at: https://www.oneoahu.org/newsletter. He addressed concerns brought up at the February 2024 meeting and provided the necessary updates.

City Council Chair Tommy Waters [1:09:55]: Council Chair Tommy Waters shared upcoming resolutions, shared his thoughts on the decision for the flood mitigation for the Ala Wai Canal, and shared his thoughts on monster homes. He also encouraged public testimony on upcoming legislation

Councilmember Calvin Say (City Council District 5) [1:21:47]: Councilmember Calvin Say shared highlights regarding the current talks of budget and highlights from the Mayor's State of the City.
Governor Josh Green's Representative [1:23:38]: No representative present.
Senator Stanley Chang [1:23:46]: Neighborhood Assistant Jeffrey Jones read the report that was left in the WebEx chat, which can be found at: https://www.senatorchang.com/newsletters
State Senator Les Ihara, Jr. [1:25:29]: No representative present.
Representative Jackson Sayama [1:25:40]: Representative Sayama discussed his stance on the current monster homes bill and shared other bills for the community to keep track of.

Chair Kang recognized Board Member DeMarco due to his resignation from the board. He was given a certificate.

Report of Planning and Zoning Committee [1:35:15]: No committee update.
Approval of February 21, 2024 Written Summary for Video Record [1:35:55]: Hoe MOVED and DeMarco SECONDED to approve the February 21, 2024 Written Summary for Video Record. A voice vote was conducted and PASSED with a vote of 11 AYES (Logue, Smith-Kauhane, Aguilera, Gardner, Hoe, DeMarco, Chung, Arnold, Murakami, Saito, Kang), 0 NAYS, and 0 ABSTAINS. Vote concluded [1:36:36].
X. REPORTS [1:36:42]: Member Chung shared he attended the Diamond Head Neighborhood Board No. 05 and Ala Moana Neighborhood Board No. 11
XI. NEXT MEETING [1:38:43]: The next Kaimuki Neighborhood Board No. 4 Regular Meeting is scheduled on Wednesday, April 17, 2024 at 6:30 p.m. at the Kaimuki Public Library meeting room and remotely via WebEx.
