Chair Peros called the meeting to order at 7:00 p.m. Quorum WAS established with 7 members present. Note: This 13-member board requires 7 members to establish a quorum and to take official Board action.

Board Members Present: Colin Peros, Randolph Hack, Dallas Ige, Beverly Mau, Dean McColgan, Darlene Nakayama, Earl Shiraki, and Juanita Kawamoto (7:12 p.m.).

Board Members Absent: Ranell Asuega Fualaau and Derek Turbin.

  • March 2024 Statistics: There was 1 nuisance fire, 4 activated alarms (no fire), 26 medical emergencies, and 1 motor vehicle crash/collision.

Know two ways out of your home, and consider the route you will take if you need to evacuate from your neighborhood due to an emergency. Visit fire.honolulu.gov to learn more.   • March 2024 Statistics: There were 11 motor vehicle thefts, 1 burglary, 12 thefts, 5 unauthorized entry into motor vehicle (UEMV), and 6,238 calls for service. For more information, go to https://www.honolulupd.org/.
  • Safety Tip: Avoid Becoming a Victim of a Scam -- If you receive a call, email, or some type of inquiry requesting personal information, verify the source of where the request is coming from.

Board of Water Supply (BWS) [0:13:10]: Dominic Dias gave the report and highlighted 1 main break in the area during April 2024, 2 construction projects in the area, and Detect-A-Leak Week from Sunday, April 14, 2024 through Saturday, April 20, 2024. BWS will have an informational booth set up at Tamarind Park on Wednesday, April 14, 2024 from 11:30 a.m. till 1:00 p.m.

Building a Resilient Pālolo Watershed [0:19:01]: Cyrus Howe presented on Hawaii Green Growth's project to conduct rainwater assessments across residential, public, and commercial properties throughout Pālolo and surrounding neighborhoods. Lauren Roth Venu presented on the Follow the Drop App and its purpose to identify where and how much stormwater is being generated on their property and optimizes different solutions. Randall Wakumoto and Saani Fong presented on the long-term monitoring of storm water quality in the Pālolo watershed.

Election of Officers -- Treasurer [0:45:06]: Shiraki nominated Hack for Treasurer [0:45:32]. Hearing no other nominations, the board conducted a roll call vote. Hack was elected Treasurer; 8 -- 0 -- 0 (Hack: Ige, Kawamoto, Mau, McColgan, Nakayama, Shiraki, Hack, Peros; Nay: None; Abstain: None) [0:45:50].

Filling of Vacancies -- 2 in Subdistrict 3, 1 in Subdistrict 4 [0:47:28]: No volunteers.

Approval of Regular Meeting Written Summary for Video Record -- Wednesday, March 13, 2024 [0:49:24]: Mau MOVED and Nakayama SECONDED to approve the Wednesday, March 13, 2024 Regular Meeting Written Summary for Video Record as written [0:49:44]. Hearing no discussion, the board conducted a voice vote. The motion WAS ADOPTED; 8 -- 0 -- 0 (Aye: Hack, Ige, Kawamoto, Mau, McColgan, Nakayama, Shiraki, Peros; Nay: None; Abstain: None) [0:50:00].

Establishment of a Permitted Interaction Group (PIG) Regarding Trees for Pālolo [0:50:11]: Chair Peros shared that Trees for Honolulu's Future and Smart Trees Pacific's application for $50,00 for trees in Pālolo was successful. Dan Dinell (Trees for Honolulu's Future) requested the Board form a PIG to continue the discussion of Trees in Pālolo regarding the vision and best way to go about using the grant money. Hack MOVED and Mau SECONDED to establish a PIG regarding Trees for Pālolo, planting trees, and growing communities with Board members Peros, Ige, Kawamoto, and Asuega as members [0:57:43]. Hearing no discussion, the Board conducted a voice vote. The motion WAS ADOPTED; 8 -- 0 -- 0 (Aye: Hack, Ige, Kawamoto, Mau, McColgan, Nakayama, Shiraki, Peros; Nay: None; Abstain: None) [0:58:49].

Resolution Urging the Honolulu City Council to Include Funding for Specified Projects in the Operating and Capital Budget Bills of 2024 [0:59:49]: Chair Peros introduced the resolution. Mau MOVED and Nakayama SECONDED to adopt the resolution [1:01:45]. Hearing no discussion, the Board conducted a voice vote. The motion WAS ADOPTED; 8 -- 0 -- 0 (Aye: Hack, Ige, Kawamoto, Mau, McColgan, Nakayama, Shiraki, Peros; Nay: None; Abstain: None) [1:02:20].

Congressman Ed Case [1:06:28]: No representative present.

Hearing no objections, Chair Peros returned to resident Cory Kot in order for him to raise a community concern [1:07:08].

Kuahea Place Resurfacing Project [1:07:08]: Resident Cory Kot raised a concern about the resurfacing project not being completed and would like the Board to place this on the next agenda(s) and/or request an update from the Department of Design & Construction (DDC).

Councilmember Calvin Say [1:16:36]: Councilmember Say provided an update on the Kuahea Street and Place stabilization project and the dispute over who the road owner is. Councilmember Say also provided follow-up responses to constituent concerns his office is tracking. Councilmember Say detailed the many different concerns the district faces and the large area that he oversees.

Mayor Rick Blangiardi's Representative [1:32:25]: Department of Facility Maintenance (DFM) Deputy Director Warren Mamizuka gave the report and provided follow-ups responses to concerns raised previously.

Representative Jackson Sayama [1:39:05]: Representative Sayama provided updates on the Azama Park cleanup, squatter issues in the area, and the legislative session going into conference committee next week.
