1. CALL TO ORDER [0:00:00]
Chair Pro-Tem Peros called the meeting to order at 7:00 p.m. Quorum WAS NOT established with 6 members present. Note: This 13-member board requires 7 members to establish a quorum and to take official Board action.
Board Members Present: Colin Peros, Ranell Asuega Fualaau, Dallas Ige, Beverly Mau, Darlene Nakayama, Earl Shiraki, Randolph Hack (7:03 p.m.), Juanita Kawamoto (7:22 p.m.), and Kaleolani Leo (appointed at 7:35 p.m.).
Board Members Absent: Dean McColgan and Derek Turbin.
Guests: Firefighter I Kaulana Vares (HFD); Lieutenant Miura (HPD); Dominic Dias (BWS); Eric Grover, Kent Yang (DTS); Dan Dinell (Trees for Honolulu's Future); Pua Smith-Kauhane, Andrew Phomsouvanh (Councilmember Say); Kiele Amundson (Governor Green); Representative Jackson Sayama, Kiana Novey; Senator Les Ihara Jr.; Anson Wu (NCO). Honolulu Fire Department (HFD) [0:00:19]: Firefighter I Kaulana Vares gave the report. Highlights included the June 2024 statistics and the fire safety tip of the month related to heat safety. Should you have any questions, please email the HFD Community Relations Office at hfdnhb@honolulu.gov.

Honolulu Police Department (HPD) [0:04:57]: Lieutenant Miura gave the report.
• June 2024 Statistics: There were 7 motor vehicle thefts, 2 burglaries, 11 thefts, 2 unauthorized entries into motor vehicle (UEMV), and 6,001 calls for service. For more information, go to https://www.honolulupd.org/.
• Safety Tip: Family Emergency Plan -- Collect and create a paper copy of contact information for your family and other important offices/services. Make sure each member of your family has a copy. Have regular household meetings to practice your family emergency plan.

Board of Water Supply (BWS) [0:08:18]: Dominic Dias gave the report and highlighted 1 main break in the area during June 2024, the Waiomao Homestead Road construction project, and the general water announcement relating to the annual BWS plant sale. 4. REPORT FROM PERMITTED ACTION GROUP (PIG) [0:11:13]
Trees for Pālolo...Planting Trees, Growing Communities [0:11:13]: Chair Peros provided an update from the two meetings the PIG has had so far. Dan Dinell from Tree's for Honolulu's Future highlighted heat as the highest weather-related killer in the country. Trees are nature's air conditioner. The next meeting will be held on Monday, July 22, 2024 from 6:30 to 7:30p.m. at the Pālolo Homes Ohana Learning Center. 5. BOARD BUSINESS & CONFIRMATION OF BOARD DETAILS [0:25:11]
Approval of Regular Meeting Written Summary for Video Record -- Wednesday, May 8, 2024 [0:25:11]: Mau MOVED and Nakayama SECONDED to approve the Wednesday, May 8, 2024 Regular Meeting Written Summary for Video Record as written [0:25:25]. Hearing no discussion, the board conducted a voice vote. The motion WAS ADOPTED; 8 -- 0 -- 0 (Aye: Asuega, Hack, Ige, Kawamoto, Mau, Nakayama, Shiraki, Peros; Nay: None; Abstain: None) [0:25:45].
Filling of Vacancies -- 1 in Subdistrict 1, 2 in Subdistrict 3, 1 in Subdistrict 4 [0:26:10]: Resident Kaleolani Leo volunteered to fill the vacancy in subdistrict 4.
Chair Pro-Tem Peros called for a recess at 7:28 p.m. in order to verify Leo's residency in subdistrict 4 [0:27:54].
Chair Pro-Tem Peros called the meeting back to order at 7:31 p.m.; 8 members present [0:31:05].
[0:31:25] -- Leo told the Board a bit about herself and why she would like to become a member.
Nakayama nominated Kaleolani Leo to fill the vacancy in subdistrict 4 [0:31:59]. Hearing no discussion, the Board conducted a roll call vote. Kaleolani Leo was appointed to the subdistrict 4 vacancy; 8 -- 0 -- 0 (Leo: Asuega, Hack, Ige, Kawamoto, Mau, Nakayama, Shiraki, Peros; Nay: None; Abstain: None) [0:32:23].
Chair Pro-Tem Peros called for a recess at 7:34 p.m. in order to the have the Neighborhood Assistant administer the oath of office to Member Leo [0:33:30].
Chair Pro-Tem Peros called the meeting back to order at 7:35 p.m.; 9 members present [0:35:00].
No other volunteers at this time.
Hearing no objections, Chair Pro-Tem Peros returned to community concerns at 7:36 p.m. [0:35:24].
Bus Route Changes [0:35:24]: Eric Grover with the Department of Transportation Services (DTS) provided an update on bus route changes going into effect on Sunday, August 18, 2024. Election of Officers [0:43:17]: Board members explained the role of each of the officers. Mau nominated Aseuga for Chair [0:49:15]. Hearing no other nominations, the Board conducted a roll call vote. Asuega was elected Chair; 9 -- 0 -- 0 (Asuega: Asuega, Hack, Ige, Kawamoto, Mau, Nakayama, Shiraki, Peros, Leo; Nay: None; Abstain: None) [0:50:44].
Chair Asuega called for recess at 7:52 p.m. in order to get situated [0:52:17].
Chair Asuega called the meeting back to order at 7:53 p.m.; 9 members present [0:53:08].
Chair Asuega passed the gavel to Member Peros to oversee the remainder of the meeting [0:53:18].
Shiraki nominated Mau for Vice Chair [0:54:41]. Mau nominated Nakayama for Secretary [0:55:00]. Mau nominated Hack for Treasurer [0:55:15]. Mau nominated Earl for Sergeant-At-Arms [0:56:57]. Hearing no other nominations, the Board conducted roll call votes. Mau was elected Vice Chair, Nakayama was elected Secretary, Hack was elected Treasurer, and Shiraki was elected Sergeant-At-Arms; 9 -- 0 -- 0 (Aye: Asuega, Hack, Ige, Kawamoto, Mau, Nakayama, Shiraki, Peros, Leo; Nay: None; Abstain: None) [0:57:51].
Meeting Date, Time, Location, and Format [1:03:00]: Hack MOVED and Mau SECONDED the Board meet on the 2nd Wednesdays of the month at 7:00 p.m. at the Pālolo Elementary School Cafeteria and online via WebEx [1:04:13]. Hearing no discussion, the Board conducted a voice vote. The motion WAS ADOPTED; 9 -- 0 -- 0 (Aye: Hack, Ige, Kawamoto, Leo, Mau, Nakayama, Peros, Shiraki, Asuega; Nay: None; Abstain: None) [1:04:48].
Recess Schedule [1:04:58]: Hack MOVED and Mau SECONDED the Board recess in September 2024, January 2025, and June 2025 [1:05:37]. Hearing no discussion, the Board conducted a voice vote. The motion WAS ADOPTED; 9 -- 0 -- 0 (Aye: Hack, Ige, Kawamoto, Leo, Mau, Nakayama, Peros, Shiraki, Asuega; Nay: None; Abstain: None) [1:05:55].
Adoption of Oral Testimony Rules [1:06:02]: Hack MOVED and Mau SECONDED that speakers wishing to provide oral testimony be allowed 3 minutes to speak and for presentations to be allowed 10 minutes, including questions and answers. Any adjustments to time allowed will be at the Chair's discretion [1:07:21]. Hearing no discussion, the Board conducted a voice vote. The motion WAS ADOPTED; 9 -- 0 -- 0 (Aye: Hack, Ige, Kawamoto, Leo, Mau, Nakayama, Peros, Shiraki, Asuega; Nay: None; Abstain: None) [1:07:47].

Next Meeting: The Pālolo Neighborhood Board No.6 is tentatively scheduled to hold its next meeting on Wednesday, August 14, 2024 at 7:00 PM at Pālolo Elementary School and online via WebEx.
