DRAFT REGULAR MEETING MINUTES
WEDNESDAY, JULY 17, 2024 -- 6:30 P.M.
KAIMUKĪ PUBLIC LIBRARY MEETING ROOM -- 1041 Koko Head Ave, Honolulu, HI 96816

I. CALL TO ORDER [0:00:02]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 10 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Brian Kang, Judi-Ann Smith-Kauhane, Becky Gardner, Paul Hoe, Joyce Murakami, James Logue, Franklin Chung, and Audrey Abe.
Board Members Absent: Travis Saito and Kelsie Aguilera
Guests: Captain Hu (Honolulu Fire Department);Lieutenant Nishimura (Honolulu Police Department); Lorna Heller (Board of Water Supply); Mark Wong (Mayor Blangiardi & Department of Information Technology); Councilmember Calvin Say; Adam Doo, Council Chair Tommy Waters; Faith Quintua (Senator Stanley Chang's Office); State Representative Jackson Sayama; Eric McCutheon (Hawaii Bicycle League); Carol Hoshiko; Elwood, Toni Robinson, Lot Lau, Justin Murata (Residents); Jeffrey Jones (Neighborhood Commission Office). Note: Name not included if not legible or stated for the record. There were 34 total participants including those on Webex.
II. FILLING OF VACANCIES [0:00:17]: Resident Logan Hutchinson volunteered to fill the Subdistrict 2 vacancy. After discussion, Member Smith-Kauhane nominated Logan Hutchinson. A roll call vote was conducted and ADOPTED 8-0-0 (Aye: Smith-Kauhane, Logue, Gardner, Murakami, Abe, Chung, Hoe, Kang; Nay: None; Abstain: None) -- [0:04:08]
Logan Hutchinson joined the Board; 9 members present.
III. CITY MONTHLY REPORTS [0:05:42]
Honolulu Fire Department (HFD) [0:05:46]: Firefighter Maxwell provided the monthly statistics for June 2024 and heat safety tips.

Honolulu Police Department (HPD) [0:09:14]: Lieutenant Nishimura provided the monthly statistics for June 2024.

IV. ELECTION OF OFFICERS AND CONFIRMATION OF BOARD DETAILS [0:13:56]: All positions were voted via voice vote and adopted with a vote count of 9-0-0 (Aye: Smith-Kauhane, Logue, Gardner, Murakami, Abe, Chung, Hutchinson, Hoe, Kang; Nay: None; Abstain: None)
• Chair: Brian Kang was nominated as Chair. They will serve in this position for the remainder of the term.
• Vice Chair: Paul Hoe was nominated as Chair. They will serve in this position for the remainder of the term.
• Secretary: Kelsie Aguilera was nominated as Secretary. They will serve in this position for the remainder of the term.
• Treasurer: Audrey Abe was nominated as Treasurer. They will serve in this position for the remainder of the term.
Board Details [0:16:30]
• Meeting Date, Place, and Time: The Board decided to continue having their meetings on the 3rd Wednesday of the month from 6:30 p.m. -- 8:30 p.m. at the Kaimukī Public Library.
• Determination of Recess Schedule: The Board decided to recess in December 2024.
• Adoption of Oral Testimony Rules: The Board decided to maintain the same rules of speaking.
V. PUBLIC INPUT [0:18:17]
Center For Resilient Neighborhoods Announcements: Resident Brianna shared an update regarding the development of resilience hubs on Oʻahu.

VI. ANNOUNCEMENTS [0:21:29]: The next Kaimukī Neighborhood Board No. 4 Regular Meeting is scheduled on Wednesday, August 21, 2024 at 6:30 p.m. at the Kaimukī Public Library meeting room and remotely via WebEx.
VII. ADJOURNMENT [0:22:31]: The meeting was adjourned at 7:24 p.m.
