1. CALL TO ORDER -- [0:00:15]
Chair Asuega-Fualaau called the meeting to order at 7:00 p.m. Quorum was established with 8 members present. Note: This 13-member board requires 7 members to establish a quorum and to take official Board action.
Board Members Present: Randolph Hack, Dallas Ige, Kaleolani Leo, Beverly Mau, Dean McColgan, Darlene Nakayama, Earl Shiraki, and Ranell Asuega Fualaau.
Board Members Absent: Derek Turbin and Juanita Kawamoto.
Guests: Firefighter Drill (Honolulu Fire Department); Lieutenant Nakamura, Sergeant Sarae (Honolulu Police Department); Dominic Dias (Board of Water Supply); Dan Dinell (Trees for Honolulu's Future); Pua Smith-Kauhane, Councilmember Say (Council District 5); Kiele Amundson (Governor Green); DFM Deputy Director Warren Mamizuka (Mayor Blangiardi); Representative Jackson Sayama (House District 21); Senator Les Ihara Jr. (Senate District 10); Neighborhood Asisstant Camilia Epa Gomes (Neighborhood Commission Office). Note: Name not included if not legible or stated for the record. There were approximately 20 total participants.
2. MONTHLY REPORTS -- [0:00:25]
Honolulu Fire Department (HFD) [0:00:28]: Firefighter Drill provided the report and highlighted the following: incident statistics for July 2024 and the fire safety tip of the month related to back-to-school safety. Honolulu Police Department (HPD) [0:04:07]: Lieutenant Nakamura provided the report and highlighted the following: incident statistics for July 2024 and safety tips for the month regarding back-to-school safety.

Board of Water Supply (BWS) [0:17:05]: Dominic Dias provided the report and highlighted the following: the BWS is participating in a nationwide household survey on access and affordability of water in communities. The survey takes about 5 to 10 minutes to complete. The survey will help BWS create programs that could help Oahu households have more affordable and consistent access to water. 3. RESIDENTS/COMMUNITY CONCERNS -- [0:22:02]
Invasive Albizia Tree Overgrowth -- [0:22:10]: Resident would like to know who owns the land behind Narcissus Street. He mentioned there is a sign that says BWS and the State but for 2 months no one has been maintaining the land and there is an overgrowth of Albizia Trees which raises concern for the residential properties alongside the property. It is now becoming a safety issue because one of the trees fell over recently into the canal between the houses and the property. He would like to know how can they get someone to get rid of the overgrowth of the trees. Mentioned a BWS truck came up to look but there was no further action taken. Pua Smith-Kauhane and Councilmember Calvin Say followed up with a response to the resident's concern.
4. REPORT FROM PERMITTED ACTION GROUPS -- [0:29:40]
Trees for Pālolo...Planting Trees, Growing Communities [0:29:50]: Dan Dinell shared the goals for the project. The initiative aims to increase tree canopy, promote food security, and provide educational resources to the community. The group will continue to develop their plan. Their next scheduled meeting is Monday, August 19, 2024 at 6:30 p.m. at Pālolo Homes.

5. BOARD BUSINESS -- [0:35:50]
Approval of Regular Meeting Written Summary for Video Record -- Wednesday, July 10, 2024 -- [0:35:50]: [0:35:54] -- Mau MOVED and McColgan SECONDED to approve the Wednesday, July 10, 2024 Regular Meeting Written Summary for Video Record as written [0:25:25]. Hearing no discussion, the board conducted a voice vote. The motion WAS ADOPTED; 8-0-0 (Aye: Hack, Ige, Leo, Mau, McColgan, Nakayama, Shiraki, Asuega-Fualaau; Nay: None; Abstain: None) -- [0:36:26]
Filling of Vacancies -- One (1) in Subdistrict 1, Two (2) in Subdistrict 3 -- [0:36:47]: No volunteers at this time.
Adding Members to the Trees for Pālolo Permitted Interaction Group -- [0:37:00]: Member Leo volunteered to become a member.
6. ELECTED OFFICIALS -- [0:37:45]
Congressman Ed Case -- [0:37:48]: No representative present.
Councilmember Calvin Say -- [0:38:03]: CM Calvin Say provided the report and highlighted the following: there will be a major Pālolo Valley clean-up on Saturday, October 26, 2024; the clean-up will be focused on cleaning up the Pālolo Plantation and stream and everyone is welcome to volunteer; reminder for everyone of upcoming real property tax timeline dates; the Pālolo Valley District Park is in phase two for the gymnasium re-roofing and pool pump; the architect and engineer is the RMA Architects; the Project is currently in plan and design right now; follow-up on the crosswalk safety issue crossing Pālolo Ave in front Apostolic Faith Church; list of other City requests from residents in the district.

Mayor Rick Blangiardi's Representative -- [0:53:10]: Department of Facility Maintenance (DFM) Deputy Director Warren Mamizuka provided the report and highlighted the following: information from the Mayor's monthly newsletter for August 2024; provided follow-up responses to concerns raised at last month's meeting.

7. ANNOUNCEMENTS -- [1:08:30]
Next Meeting: The Pālolo Neighborhood Board No.6 will recess in September 2024. The next regular meeting is scheduled for Wednesday, October 9, 2024 at 7:00 p.m. at Pālolo Elementary School and online via WebEx.
The Trees for Pālolo Permitted Interaction Group is tentatively scheduled to hold its next meeting on Monday, August 19, 2024 at 6:30 p.m. at Pālolo Homes.
