I. CALL TO ORDER [0:00:02]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 8 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Brian Kang, Becky Gardner, Paul Hoe, Joyce Murakami, James Logue, Franklin Chung, Travis Saito, Kelsie Aguilera, and Audrey Abe.

Board Members Absent: Logan Hutchinson and Judi-Ann Smith-Kauhane.

Guests: Lieutenant Nishimura (Honolulu Police Department); Lorna Heller (Board of Water Supply); Mark Wong (Mayor Blangiardi & Department of Information Technology); Councilmember Calvin Say; Adam Doo, Council Chair Tommy Waters; Faith Quintua (Senator Stanley Chang's Office); State Representative Jackson Sayama; Eric McCutcheon (Hawaii Bicycle League); Carol Hoshiko; Elwood, Toni Robinson, Lot Lau, Justin Murata (Residents); Jeffrey Jones (Neighborhood Commission Office). Honolulu Police Department (HPD) [0:00:40]: Lieutenant Nishimura provided the monthly statistics for August 2024.

Real property Tax Application: Member Chung shared the deadline for the real property tax application season is Monday, September 30, 2024.

Alohea Avenue Bus Route: Multiple residents along Alohea Avenue shared their concerns regarding issues with the new bus route change.

IV. COMMUNITY UPDATES [0:22:20]

Kaimuki Business and Professional Association (KBPA) [0:05:42]: Ivan and Tu Chan from the KBPA shared two upcoming events; the Kaimuki Community Park Cleanup, tentatively scheduled for Saturday, November 2, 2024 and the Kaimuki Christmas Parade, scheduled for Thursday, December 5, 2024.

Kapiʻolani Community College [0:22:26]: No representative present.

V. PRESENTATIONS [0:22:37]

Hawai'i Bicycling League -- Eric McCutcheon [0:22:37]: Eric McCutcheon gave his usual presentation on transportation. He provided a recap of past presentations done as a part of a review for the "final" that he will be administering to those who attend the Board meeting. McCutcheon also provided additional information on better and safer modes of transportation for those who go on shorter trips, ranging no more than 3 miles.

Liholiho Elementary School Drop-Off/Pick-Up Resolution [0:34:12]: Member Logue shared a draft resolution addressing the current issues during the drop-off and pick-up times at Liholiho Elementary School. During each time, the traffic becomes congested causing up to a 45-minute wait for residents to get through.

Mayor Rick Blangiardi Representative [1:03:39]: Mark Wong provided the report and highlighted the recap from the Mayor's monthly newsletter.

Council Member Tommy Waters (City Council District 4) [1:07:53]: Adam Doo provided the report and highlighted the Kamaaina Housing Package and the bills associated with the package.

Council Member Calvin Say (City Council District 5) [1:12:36]: Judi-Ann Smith-Kauhane provided the report and highlighted the following: awareness of the real property tax timeline; the modification for the bus routes; Bill 26 regarding May as the "Honor our Kupuna" month; the reminder of a new Councilmember for the district.

Governor Josh Green's Representative [1:15:36]: Amanda Stevens provided the report and highlighted the following: the "Missing Children's" portion of the newsletter and encouraging residents to report the things they see; the collaboration between the City and State regarding the houseless community.

State Representative Jackson Sayama (Representative District 20) [1:20:48]: Representative Sayama provided the report and highlighted the following: a follow-up regarding servicing State libraries in Kaimuki; a recent motor vehicle accident in the community; improving on legislative initiatives to better serve the community.

State Representative Bertrand Kobayashi [1:23:00]: No representative present.

Congressman Ed Case (Congressional District 1) [1:23:07]: No representative present.
