I. CALL TO ORDER -- [0:00:05]: Chair Welch called the meeting to order at 6:00 p.m. Quorum WAS established with 10 members present. This 15-member Board requires 8 members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) -- [0:00:42]: Fire Fighter Lance Ontai provided the report and highlighted the monthly statistics for September 2024 and fire safety tip about having working smoke alarms. Honolulu Police Department (HPD) District 6 -- [0:10:24]: Lieutenant Toma provided the report and highlighted: • August 2024 Statistics: There were 4 robberies, 7 burglaries, 163 thefts, 9 unauthorized entry into motor vehicle (UEMV) offenses, 39 assaults, 2 sex crimes, 30 bicycles/skateboards on sidewalk citations, 36 speeding citations, 2,277 parking citations, no loud mufflers or prohibited noise citations, 76 park closure citations, 10 park closure arrests, and 3,122 calls for service. Honolulu Police Department (HPD) District 7 -- [0:13:40]: Lieutenant Nishimura provided the report and highlighted: • August 2024 Statistics: There were 10 motor vehicle thefts, 2 burglaries, 12 thefts, 8 unauthorized entry into motor vehicle (UEMV) offenses, and 6,119 calls for service. For more information, visit https://www.honolulupd.org/. • Safety Tip: Halloween is on Thursday, October 31, 2024. Running Room Val Nolasco Half Marathon on Sunday, November 10, 2024 -- [0:20:55]: Taylor Urban provided the report. The Running Room Val Nolasco Half Marathon will take place on Sunday, November 10, 2024 at 5:30 a.m. and is expected to end by 10:00 a.m. The run begins at Kapiʻolani Regional Park on Kalākaua Avenue, near the ocean side of the bandstand. American Heart Association Heart Walk on Saturday, August 9, 2025 -- [0:23:18]: Alicia Huliganga provided the report. MAYOR'S REPRESENTATIVE -- [0:26:20]: The Mayor's Representative, Department of Community Services (DCS) Director Anton Krucky provided the report and highlighted the following: the Department of Transportation (DTS) Director Roger Morton has committed to attend the Board's Transportation Committee meeting (he is waiting for the meeting to be scheduled), Mayor Blangiardi's monthly newsletter; the City's new ʻAʻala Respite to address homelessness, the opening of a new lifeguard tower, and sewer service charge increases. • Louise Dillingham Memorial Fountain: The Dillingham Fountain is currently undergoing repair work by a private contractor to repaint and seal and is projected to last until the end of October 2024. Lights were replaced by Department of Facilities Maintenance in July 2024 and the Department of Parks and Recreation will test fountain when the contractor completes the repair work to resume normal operation. • Traffic-Related Projects in the Diamond Head-Kapahulu Area: DTS has recently applied for federal funding for "quick-build" safety upgrades for the uncontrolled crosswalks on Kapahulu Avenue at Kīhei Place, Charles Street, Mokihana Street, Hunter Street, Herbert Street, Castle Street, and Lemon Road as part of the Safe Streets and Roads for All grant program administered by the U.S. Department of Transportation Federal Highway Administration. DTS has not made any preliminary recommendations at these locations as all locations will require additional studies. Improvements may include Rectangular Rapid Flashing Beacons (RRFBs), curb extensions, pedestrian refuge islands, or other pedestrian improvements which will be assessed during the design phase. • Newsletter: https://www8.honolulu.gov/mayor/newsletter/

Kapiʻolani Community College (KCC) Updates -- [1:22:35]: Sherry Howser, an employee at the Hilton Hawaiian Village, shared that Hilton employees are on day 17 of their labor strike. Howser asked residents to not cross the picket line.

Iolani School Traffic Congestion -- [1:33:34]: Resident Laura Ruby said that Iolani School parents are blocking the streets and driveways of residents around Date Street and Kapiʻolani Avenue.
Traffic Safety and Kanaina Avenue -- [1:35:40]: Resident Andrew Salenger requested HPD to provide a traffic safety analysis on calls for the Diamond Head area and mentioned his involvement with the "Save Leahi" initiative. He also raised concerns about limited street parking in the Diamond Head area and shared his opposition to the potential development on Kanaina Avenue.

Potential Development of the Property at 3761 Kanaina Avenue -- [1:38:55]: Rachel Geicke (CEO of Global Island Group) presented about the potential development of the property at 3761 Kanaina Avenue. Geicke proposed several development options of turning the single family home on this property into townhomes. The developers want to apply for a zone change and special district permit major with DPP. This project is in the Diamond Head Special District.
