DRAFT REGULAR MEETING MINUTES
WEDNESDAY, OCTOBER 16, 2024 -- 6:30 P.M.
KAIMUKĪ PUBLIC LIBRARY MEETING ROOM -- 1041 Koko Head Ave, Honolulu, HI 96816 AND WEBEX TELECONFERENCING

I. CALL TO ORDER [0:00:04]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 8 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Brian Kang, Judi-Ann Smith-Kauhane, Becky Gardner, Joyce Murakami, James Logue, Franklin Chung, Travis Saito, and Audrey Abe.
Board Members Absent: Logan Hutchinson, Kelsie Aguilera, and Paul Hoe.
Guests: Lieutenant Nishimura (Honolulu Police Department); Lorna Heller (Board of Water Supply); Mark Wong (Mayor Blangiardi & Department of Information Technology); Councilmember Calvin Say; Adam Doo, Council Chair Tommy Waters; Faith Quintua (Senator Stanley Chang's Office); State Representative Jackson Sayama; Eric McCutcheon (Hawaii Bicycle League); Carol Hoshiko; Elwood, Toni Robinson, Lot Lau, Justin Murata (Residents); Jeffrey Jones (Neighborhood Commission Office). Hawai'i Bicycling League -- Eric McCutcheon [0:05:44]: Eric McCutcheon presented his monthly presentation regarding alternative forms of transportation to continue to educate residents about the dos and don'ts. He provided a PowerPoint presentation of photos for resident participation to see what is wrong with each form of transportation, issues ranging from expired registration to safety precautions.

Discussion on Bus Route 200 on Alohea Avenue [0:21:47]: Sandra Abelaye and Jay Egusa from the Department of Transportation Services (DTS) shared some of the Frequently Asked Questions (FAQs) regarding the concerns about the new Bus Route 200 on Alohea Avenue. They shared what communities the new bus route services and the routes that have been discontinued because of it.

Discussion and Consideration of Resolution about Good Government Reforms [0:44:22]: Aria Juliet shared the amendments made to the Good Government Reforms resolution that was presented last month. These amendments will assist in community concerns to ensure the government is working for the community.

Kaimuki District Park Pickleball Court Lines / Layout [0:49:37]: Stacie Rivera provided an oral presentation about the proposed changes to the Kaimuki District Park. Those who frequent the park for pickleball are asking the park to be reconfigured for pickleball courts to be parallel to the basketball court to avoid interference and potentially add more courts. This reconfiguration request would prevent these players from facing the parking lot where they have headlights facing them while they play and avoid retrieving balls that have fallen downstairs since the demographic of players is older and have difficulties retrieving them.

Council Member Tommy Waters (City Council District 4) [1:14:12]: Councilmember Waters provided the report and highlighted the following: firewise community efforts; the Urban Core Development Plan and affordable housing; Bill 41 regarding the empty homes tax; the discussion about approving the settlement about the rugby player fatally shot by HPD.

Council Member Calvin Say (City Council District 5) [1:27:16]: Councilmember Say and Judi-Ann Smith-Kauhane provided the report and highlighted the following: Maunalani Community Park irrigation repairs set to take place on Wednesday, October 16, 2024; the 10 year anniversary for the ALS Bucket Challenge; Palolo Valley Plantation cleanup scheduled for Saturday, October 26, 2024; an unknown individual throwing nails into the road, popping car tires as they drive through unknown streets.

State Senator Stanley Chang (Senate District 9) [1:34:14]: Angie Chapman provided the report and highlighted the following: the new update on the passport renewal system; the ongoing survey to improve library systems.
State Senator Les Ihara, Jr. (Senate District 10) [1:20:41]: No representative present.
State Representative Jackson Sayama (Representative District 20) [1:20:48]: Representative Sayama provided the report and highlighted the following: a follow-up regarding servicing State libraries in Kaimuki; a recent motor vehicle accident in the community; improving on legislative initiatives to better serve the community.
State Representative Bertrand Kobayashi [1:23:00]: No representative present.
Congressman Ed Case (Congressional District 1) [1:23:07]: No representative present.

Approval of May 15, 2024, June 19, 2024, and July 17, 2024 Written Summaries of Video Record [1:23:26]: Member Logue MOVED and Member Smith-Kauhane SECONDED to approve the May 15, June 19, and July 17, 2024 written summaries of video record. A voice vote was conducted and ADOPTED with a vote count of 10-0-0 (Aye: Smith-Kauhane, Gardner, Hoe, Murakami, Logue, Chung, Saito, Aguilera, Abe, Kang; Nay: None; Abstain: None) -- [1:24:44]
