DRAFT REGULAR MEETING MINUTES
WEDNESDAY, JANUARY 15, 2025 -- 6:30 P.M.
KAIMUKĪ PUBLIC LIBRARY MEETING ROOM -- 1041 Koko Head Ave, Honolulu, HI 96816

I. CALL TO ORDER [0:00:06]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 10 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Brian Kang, Judi-Ann Smith-Kauhane, Becky Gardner, Joyce Murakami, James Logue, Franklin Chung, Travis Saito, Audrey Abe, Kelsie Aguilera, and Paul Hoe
Board Members Absent: Joyce Murakami.
Guests: Lieutenant Nishimura (Honolulu Police Department); Lorna Heller (Board of Water Supply); Mark Wong (Mayor Blangiardi & Department of Information Technology); Councilmember Calvin Say; Adam Doo, Council Chair Tommy Waters; Faith Quintua (Senator Stanley Chang's Office); State Representative Jackson Sayama; Eric McCutcheon (Hawaii Bicycle League); Carol Hoshiko; Elwood, Toni Robinson, Lot Lau, Justin Murata (Residents); Jeffrey Jones (Neighborhood Commission Office). Note: Name not included if not legible or stated for the record. There were 43 total participants including those on Webex.
II. FILLING OF VACANCY [0:00:17]: No residents volunteered to fill the vacancy. The seat will be advertised at the next Board meeting.
III. CITY MONTHLY REPORTS [0:00:52]
Honolulu Fire Department (HFD) [0:00:55]: Firefighter Brehm provided the monthly statistics for December 2024 and appliance and electrical safety tips.

Honolulu Police Department (HPD) [0:02:57]: Lieutenant Nishimura provided the monthly statistics for December 2024.

IV. PUBLIC INPUT [0:05:50]
• Culinary Institute of the Pacific [0:06:19]: Carol Hoshiko provided an update regarding the current state of the construction of the Culinary Institute of the Pacific.

V. COMMUNITY UPDATES [0:10:27]
Kaimuki Business and Professional Association (KBPA) [0:10:32]: Calvin Hara from the KBPA thanked the community and the City for participating in the Kaimukī Christmas Parade stating it was the largest public turnout he has seen come view the parade.

VI. PRESENTATIONS [0:12:48]
• Hawai'i Bicycling League -- Eric McCutcheon [0:12:53]: Eric McCutcheon presented his monthly presentation regarding an update from the Hawaii Bicycling League, this month discussing the status of Bill 52 and Bill 61. Bill 52 is regarding increasing the age of helmet wearing of electric bike riders to 18 and Bill 61 is regarding punishment for riders performing wheelies.

Honolulu Foundation Proposal for Kyudojo (Japanese Archery Practice Facility at Mauʻumae Nature Park [0:16:50]: Robert Dewitz provided an oral and visual presentation of the proposed Kyudojo (Japanese Archery Practice Facility) at Mauʻumae Nature Park. This facility is still early in its development and is set to be open for just 12 hours a week from Friday-Sunday once operation begins before eventually increasing its hours. Dewitz shared this form of archery is quite so it will not disturb nearby residents and the facility itself is specifically designed for this specific type of archery so no western archery can be practiced here. The goal is for the facility to be open for every resident who wishes to participate and a system of membership will be generated and shared for interested residents.

• Board of Water Supply [0:40:07]: Lorna Heller provided the BWS statistics for December 2024.
VII. ELECTED OFFICIALS' REPORTS [0:41:50]
Mayor Rick Blangiardi Representative [0:41:52]: Brian McKee shared he will be taking the responsibility of Mayor's representative moving forward and shared highlights from the Newsletter.

Council Member Tommy Waters (City Council District 4) [0:45:25]: Adam Doo provided the report and highlighted the following: Chair Waters has a new senior advisor; Scott Nishimoto has filled the open councilmember seat; the Department of Parks and Recreation's tree planting; Resolution 25-1 regarding the Oʻahu Vision Zero Action Plan; the upcoming informational briefing for the Public Safety Committee; community can make suggestions to Capital Improvement Projects with the council budget coming up.

Council Member Scott Nishimoto (City Council District 5) [0:49:47]: Councilmember Nishimoto will no longer report at the Board meeting.
Governor Josh Green's Representative [0:50:23]: Amanda Stevens provided the report and highlighted the following: the opening day of the 2025 legislature can be found on YouTube; increases to the income limit; increases to Medicaid eligibility;
State Senator Stanley Chang (Senate District 9) [0:52:32]: No representative present.
State Senator Les Ihara, Jr. (Senate District 10) [0:52:43]: Senator Ihara provided the report and highlighted the following: there are already several hundred bills already introduced; the committees he is sitting on this sessions; February 14 is the deadline for the subject matter committee for bill review; how to get in contact with his office.
State Representative Tina Grandinetti [0:57:03]: No representative present. Report taken later in meeting.
State Representative Jackson Sayama (Representative District 20) [0:57:10]: Representative Sayama provided the report and highlighted the following: he is the chair of the labor committee; the majority caucus is focusing on bills tailored to affordable housing and workforce, kauhale initiatives, prek licensure and schooling, and food security; his personal legislative package;
Congressman Ed Case (Congressional District 1) [1:01:10]: No representative present.
VIII. ANNOUNCEMENTS [1:01:42]: Registration for the 2025-2027 Neighborhood Board Term closes on Friday, February 21, 2024.

State Representative Tina Grandinetti [1:02:20]: Representative Grandinetti provided the report and highlighted the following: her committee assignments for this legislative session: her personal bill package; introduced her staff for the legislative session.
IX. BOARD BUSINESS [1:05:17]
Approval of September 18, 2024, October 16, 2024, and November 20, 2024 Written Summaries of Video Record [1:05:19]: The approval of minutes was deferred to the March 2025 meeting due to multiple edits needing to be made.
Establishment of Kaimuki Neighborhood Board No. 4 Transportation Committee and Appointment of Committee Members [1:05:55]: Following discussion, members Abe and Logue volunteered to oversee the transportation committee.

XI. NEXT MEETING OF THIS BOARD [1:12:03]
The next regular meeting of the Kaimukī Neighborhood Board will be on Wednesday, February 19, 2025 at 6:30 pm, at the Kaimukī Public Library meeting room and remotely via WebEx
XII. ADJOURNMENT [1:12:16]: Chair Kang adjourned the meeting at 7:44
