DRAFT REGULAR MEETING MINUTES
WEDNESDAY, FEBRUARY 19, 2025 -- 6:30 P.M.
KAIMUKĪ PUBLIC LIBRARY MEETING ROOM -- 1041 Koko Head Ave, Honolulu, HI 96816

I. CALL TO ORDER [0:00:17]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 10 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Brian Kang, Judi-Ann Smith-Kauhane, Becky Gardner, Joyce Murakami, James Logue, Franklin Chung, Travis Saito, Audrey Abe, Kelsie Aguilera, and Paul Hoe
Board Members Absent: Joyce Murakami.
Guests: Firefighter Ho (Honolulu Fire Department); Lieutenant Thompson (Honolulu Police Department); Lorna Heller (Board of Water Supply); Brian McKee (Mayor Blangiardi & Department of Information Technology); Adam Doo (Council Chair Tommy Waters' Office); Faith Quintua (Senator Stanley Chang's Office); State Representative Jackson Sayama; Eric McCutcheon (Hawaii Bicycle League); Carol Hoshiko; Elwood, Toni Robinson, Lot Lau, Justin Murata (Residents); Jeffrey Jones (Neighborhood Commission Office). Note: Name not included if not legible or stated for the record. There were 43 total participants including those on Webex.
II. FILLING OF VACANCY [0:00:29]: Resident Woody Salhi volunteered to fill the current Subdistrict 2 vacancy. Following discussion, Hoe MOVED and Smith-Kauhane SECONDED to nominate resident Woody Salhi to the Board. A roll call vote was conducted and PASSED with a vote count of 9-0-0 (Aye: Logue, Saito, Smith-Kauhane, Aguilera, Gardner, Hoe, Abe, Chung, Kang; Nay: None; Abstain: None) -- [0:3:30]
III. CITY MONTHLY REPORTS [0:05:07]
Honolulu Fire Department (HFD) [0:05:09]: Firefighter Ho provided the monthly statistics for January 2025 and power outage preparedness safety tips.

Board of Water Supply (BWS) [0:10:58]: Lorna Heller provided the monthly statistics for January 2025.
Newly appointed Member Salhi joined the Board at 8:42 p.m.; 10 Members present.
IV. PUBLIC INPUT [0:12:38]
• Support for Bus Route 200 [0:13:01]: Residents Kelson Kai and Dalen Kam shared the positive community impacts of the new bus route 200.
V. COMMUNITY UPDATES [0:18:17]
Kaimuki Business and Professional Association (KBPA) [0:18:19]: Calvin Hara shared there was no update at this time.
VI. PRESENTATIONS [0:18:38]
Hawaii Bicycling League [0:18:43]: Eric McCutcheon provided his monthly presentation to the community. He shared a PowerPoint presentation regarding the current bills going through the legislature that will help increase rider safety and designate new terms to classify electric bicycles.

City Department of Environmental Services (ENV) Increase in Sewer Charges [0:27:54]: Deputy Director Michael O'Keefe provided an oral presentation about the newly proposed sewer rate changes. He shared the first few years will be an additional 9% onto the sewer bill and progressively decrease in percent from years 6-10. This change comes from the financial demand that ENV is required to meet in order to continue services and do various projects around the island, the last change was experienced in 2016. This is a 10-year proposed change.

Ocean Flow Project [0:48:43]: Kalani High School students Reid Bernier and Jude Windler provided a PowerPoint presentation regarding their proposed Ocean Flow project to address the amount of plastic pollution washing on shore. They are proposing a reliable recycling system for old fishing gear at ports throughout Oahu to reduce fishing pollution for a safer and cleaner environment.

Follow the Drop Initiative [0:58:00]: Saige Ranon from Hawaii Green Growth provided a PowerPoint presentation to introduce the follow the drop initiative which is meant to help recharge aquifers and help with flood and brown water runoff mitigation. This initiative introduces green stormwater infrastructure such as a rain garden, permeable pavement, rain catchment, and vegetated filters to residents to help with these mitigation efforts.

Council Member Tommy Waters (City Council District 4) [0:45:25]: Adam Doo provided the report and highlighted the following: Mauʻumae Nature Park fire break; first full council is scheduled for Wednesday, February 26. 2025; Bill 15 (2025) regarding a new article establishing a climate resiliency fund; Bill 4 (2025) regarding obtaining sponsorships for city facilities and parks; Resolution 25-50 is up for final reading.

Governor Josh Green's Representative [1:19:10]: Amanda Stevens provided the report and highlighted the following: state expedited hiring for those who lost federal jobs; ongoing phone scams; preschool open doors program.
State Senator Stanley Chang (Senate District 9) [1:21:43]: Zephanii Smith provided the report and highlighted the following: how to get access to the monthly newsletters; 1.05-million-dollar Capital Improvement Project to Kaimuki Middle School; senior citizen clubs; current status of bills and which committees are hearing them; early childhood educator stipend; how to get housing committee updates.
State Senator Les Ihara, Jr. (Senate District 10) [1:25:36]: No representative present.
State Representative Tina Grandinetti [1:25:50]: Emily Cristobal provided the report and highlighted the following: provided some background information about herself; transportation improvement efforts; current housing bills Representative Grandinetti is trying to get passed; Community Land Trust bills; upcoming finances committee recess; efforts in the working family's caucus; how the federal funding will impact Hawaii.

State Representative Jackson Sayama (Representative District 20) [1:33:00]: Representative Sayama provided the report and highlighted the following: fraud prevention and resource guide; senior information assistance handbook; the ongoing work for the Paid Family Leave bill; federal layoffs in the state; addressing cost of living.

VIII. ANNOUNCEMENTS [1:43:20]: Registration for the 2025-2027 Neighborhood Board Term closes on Friday, February 21, 2024.
IX. BOARD BUSINESS [1:43:50]
Approval of September 18, 2024, October 16, 2024, November 20, 2024, and January 15, 2025 Written Summaries of Video Record [1:43:52]: The January 15, 2025 meeting minutes were approved. The remaining minutes were deferred.
X. REPORTS [1:44:43]: Member Abe shared the efforts of trying to schedule a joint transportation committee meeting with neighboring neighborhood boards.
XI. NEXT MEETING OF THIS BOARD [1:45:55]
The next regular meeting of the Kaimukī Neighborhood Board will be on Wednesday, March 19, 2025 at 6:30 pm, at the Kaimukī Public Library meeting room and remotely via WebEx
XII. ADJOURNMENT [1:46:10]: Chair Kang adjourned the meeting at 8:19 p.m.
