DRAFT REGULAR MEETING MINUTES
WEDNESDAY, MARCH 19, 2025 -- 6:30 P.M.
KAIMUKĪ PUBLIC LIBRARY MEETING ROOM -- 1041 Koko Head Ave, Honolulu, HI 96816

I. CALL TO ORDER [0:00:05]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 10 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Brian Kang, Judi-Ann Smith-Kauhane, Becky Gardner, Joyce Murakami, James Logue, Franklin Chung, Travis Saito, Audrey Abe, Kelsie Aguilera, and Paul Hoe
Board Members Absent: Woody Salhi
Guests: Firefighter Ho (Honolulu Fire Department); Lieutenant Thompson (Honolulu Police Department); Lorna Heller (Board of Water Supply); Brian McKee (Mayor Blangiardi & Department of Information Technology); Adam Doo (Council Chair Tommy Waters' Office); Faith Quintua (Senator Stanley Chang's Office); State Representative Jackson Sayama; Eric McCutcheon (Hawaii Bicycle League); Carol Hoshiko; Elwood, Toni Robinson, Lot Lau, Justin Murata (Residents); Jeffrey Jones (Neighborhood Commission Office). Kaimuki Business and Professional Association (KBPA) [0:05:58]: Ivan Nguyen provided the report and highlighted the following: thanking the residents for participation in the community parade; the upcoming scholarship initiative; asking for volunteers for an upcoming community park cleanup event.

3650 Waialae (Civil Beat Plaza) Update on New Tenants [0:07:47]: Kelsey Cunningham provided an oral presentation sharing the new tenants who are located at the Civil Beat Plaza; The Pig and The Lady will be returning to Kaimuki with an anticipated opening being set for Fall 2025; The Goodwill has seen increased donations recently.

Council Member Tommy Waters (City Council District 4) [0:11:19]: Adam Doo provided the report and highlighted the following: an update on the revised flood insurance rate maps; the budget season for City Council; Mayor Blangiardi's town halls are starting up again.

Governor Josh Green's Representative [0:21:04]: Amanda Stevens provided the report and highlighted the following: concerns regarding the removal of combat teams from a federal website; highlighted recent news releases from the office.

State Senator Les Ihara, Jr. (Senate District 10) [0:24:13]: No representative present.
State Representative Tina Grandinetti [0:24:23]: Representative Grandinetti provided the report and highlighted the following: current bills she has still alive in the legislature; an omnibus bill regarding e-bike regulation; the draft of the house budget being passes.
Mayor Rick Blangiardi Representative [0:28:26]: Brian McKee shared highlights from the Mayor's March 2025 newsletter.

VII. ANNOUNCEMENTS [0:30:11]
a. Voting begins for the 2025-2027 Neighborhood Board elections on April 25, 2025, and closes on May 16, 2025. To obtain more information, please go to: https://www8.honolulu.gov/nco/neighborhood-board-elections/
b. City and County of Honolulu and Hawaiʻi Foodbank are Partnering up to Fight Against Hunger: Neighborhood Assistant Jeffrey Jones will be collecting donated canned goods at the next Neighborhood Board Meeting on Wednesday, April 16, 2025.

Approval of September 18, 2024, October 16, 2024, November 20, 2024, and February 19, 2025 Written Summaries of Video Record [0:31:36]: The September 2024, October 2024, and February 2025 written summaries for video record were approved as written.
IX. REPORTS [0:32:38]
Traffic and Transportation Committee [0:32:43]: Member Abe and participating residents shared an update regarding the join Transportation meeting they had with the Diamond Head Neighborhood Board. They were able to share visuals of their proposed change to the current Bus Route 200 to serve the community more efficiently. The Department of Transportation Services (DTS) have taken the proposal and are looking into it.

The next regular meeting of the Kaimukī Neighborhood Board will be on Wednesday, April 16, 2025 at 6:30 pm, at the Kaimukī Public Library meeting room and remotely via WebEx
